The Bloodweb should prioritise the character's unique perks within the first Prestige.
I've had this gripe among other for months after recently getting back into the game: Why does Bloodweb not prioritise the character's unique perks within the first Prestige?
Looking at this simply from an onboarding perspective, a new player should not be able to put in over a million Bloodpoints into a character and still not have all three perks of said character not be at Tier 3.
This doesn't seem too farfetched of a change in order to make the new player experience that much better.
