Blood points aside, I don't think I'd want an Ultra Rare add-on to trade the OHKO aspect of the chainsaw for a rare (The Thompson's Mix) and an uncommon (Primer Bulb) rolled into a single add-on.
For #2, would you just keep chainsaw sprinting or would it stop you and just nullify the penalty?
Ultra Rare Add-On for HIllbilly:
Iridescent Chain; When Hillbilly uses his Chainsaw to destroy a pallet, he continues moving.
A lower grade engine that runs off of two fuels sources mixed together. In this case, the gasoline has been replaced with blood.
Each successful chainsaw hit inflicts the survivors with a new status effect;
1 successful hit: Mangled status effect
2 successful hits: Moderate Repair speed penalty
3 successful hits: hindered status effect
4 successful hits: exposed status effect.
I think they should make billy chainsaw apply deepwounds, and just give him a pink add on that insta downs, much like iri head on huntress
The Begrimed Chains already inflict both Mangled and a reduction to repair speed. The third hit is meaningless unless you are either using the Speed Limiter or you somehow fail to Sacrifice (or Mori) the Survivor in question after three chainsaws. If you fail to do so after FOUR chainsaws, something has gone terribly wrong.
You're missing the point. After one hit, it's worse than Begrimed Chains, after two hits, it's Begrimed Chains, after three hits, how are they not dead, after four hits, HOW ARE THEY NOT DEAD.
The extra effects are pretty much irrelevant because successfully striking someone down with your chainsaw 3 times means that unless you have failed to hook them after each chainsaw, they will be sacrificed after the third one, which means the hindered status effect and the exposed status effect will almost never come into play. So at that point, you've basically just made an Ultra Rare that's hardly different from Begrimed Chains.
I don't even know if Billy needs Ultra Rare addons. I mean he seems fine without them, heck, even nurse doesn't have any pink addons and she is a very strong killer.
the devs have stated they want every killer to have the same amount of addons of each rarity
that means two ultra rares
IRIDESCENT CHAIN - After chainsaw sprinting for 3 seconds, any survivor you hit will be afflicted with Broken status for 120 seconds. After chainsaw sprinting for 9 seconds, any survivor you hit will be killed instantly. Your chainsaw can now break pallets without stopping.
It's pretty well known that Nurse and Billy are far and above the best killers though. I think it'd be highly unlikely that they'd be given new add ons, let alone something worth being ultra rare, without their base kit being looked at first. That or it'll be like Pig and Hag that have colossal downsides for a very different playstyle.

nurse is debatable but billy absolutely doesn't need to be touched in any way
I disagree, but what I mean here is that they aren't likely to add ultra rares that BUFF either one of them, unless they were to weaken them in some way first.
I had a Billy perk idea a few months ago when Shattered Bloodlines came out, using the Broken status effect for it;
Iridescent Chain
A chain molded from the Fog that leaves naught but ruin behind.
Survivors hit by the chainsaw suffer from the Broken Status Effect for [the duration of the trial?]. Tremendously increases the chainsaw's cooldown/charge time.
What? Lol this is a stupid nerf to a balanced Killer. The chainsaw is really easy to dodge unless you're bad at Survivor. You just have to turn to the left or right to dodge it.
But i agree. DW would be a waste on him. If your in jungle gym territory its easy to survive him
In all honesty, if it takes a turn to the left or right for a survivor to dodge your chainsaw, you are bad at killer.
I don't think that billy needs a nerf though. You can easily loop him and don't allow him to even get a hook. He is just powerful against average survivors who are prone to make a lot of mistakes since it is much easier to punish mistakes with billy.
my idea for a ultra rare for billy is a chainsaw that doesn't stop when hitting survivors and pallets
im not really a fan of those tbh...
the first one is just not worth being an ultra rare, not by a long shot.
and the second one isnt really that strong neigther.
however, ive had my own ideas about billy ultra rares, so feel free to take a look at them.

Here's another:
*BROKEN CLUTCH* - Insanely reduces the chainsaw startup time. Chainsaw will constantly rev and the noise of the chainsaw increased tremendously. Moderately reduces steering while using the Chainsaw.
Basically, you have near instant chainsaw but it's constantly going super loud, maybe like 50m or something. It kinda works to confuse survivors because they would never know when you are actually using the chainsaw nor would they be able to determine how far away you are. The steering penalty is there to make it harder to control so that survivors have some chance to dodge it.
Let's get stupid:
Speed Unlimiter
Ultra Rare Chainsaw Add-On
NO BRAKES RAAAAAGHJDSKLJFAOOAIJFDSAOIJASDLKF
-Chainsaw does not automatically trigger the Dying State.
-Tremendously decreases the Chainsaw's charge time.
-Tremendously increases the Chainsaw's Movement Speed.
-Tremendously reduces the time penalty when bumping into objects.
-Tremendously decreases steering while using the Chainsaw.
-Tremendously increases the Chainsaw's cooldown when hitting a Survivor.
-Tremendously increases the noise made by the Chainsaw.
"Rollin' around at the speed of sound..." -Thompson Family Motto
Tremendous.
Get lost with that bullshit.
Iridescent chains would be an awesome Ultra Rare. Basically when you hit a survivor with Iridescent chains it applys the broken status effect for 120 seconds.
