It's a cool idea, I like the principle behind it a lot... but it unfortunately comes with some very severe practical problems.
One of DBDs core strengths is that you can play any character with any perks you wish (if you unlock them), completely tailoring them to your style. The complete build freedom is a great strength of the game....
A change like this makes it so that in order to get the most out of your character you SHOULD feed into your unique perk... and most characters have 1 really good unique perk. Since you will most likely take that unique perk, naturally you take perks that synergise with it, and that stagnates a lot of build freedom for Killers, as there will be one clear "best" build as a result.
