Cenobite has very unique and cool power but...
The chase part of his power, aka the power that you will use most of the time as Pinhead feels... kinda bad to use? Also it works only sometimes since any object in the way (including yourself) will break the chains. On some loops landing your power is almost pointless and some maps like Lary's hospital is pretty hard to get value out of it. It feels like you are wasting your time like half a time instead just walking up to them and M1 them. It is easy to dodge, unless you spawn it on top of their body or right next to them and even then it can do nothing sometimes.

You want to launch it right on top of them, so that you spend as little time in the 'aiming' state as possible. Doing it this way not only slows you down the least, but makes it harder to dodge too. You can gain a significant lead on them this way.
the survivor can play mindgames with that though because you can visualize the white circle for how long it takes to travel for pinhead then walk backwards or spin around the spawn point of the gateway. chains have low reward for high risk in term of losing distance for missing then even when you do hit the ability, @Buily09 points out that the ability has high-failure rate from objects breaking chains and pinhead breaking his own chains. I like high skill-cap of the ability, but I wish the reward was perfectly consistent.
Pinhead has an incredibly bad power and gets carried by his passive which is probably the best in the game
Pinhead's chains are pretty much dogwater to use, his red addon (Engineer's Fang) should be basekit if you ask me. The fact that he has to aim the equivalent of a Nurse skillshot just to apply a slowdown inferior to a Clown gas bottle (which is a lot easier to land) is downright laughable, it doesn't even secure a follow-up hit from him.
Pinhead is strong af. Slap on Fangs and he is unbeatable
No he is really good. Most people just don't know how to use his power correctly.
"Nurse"
"Skillshot"
Pick one.
It takes time but you eventually learn when and where to use his power. I find him to be quite oppressive in the right hands
I personally thought Pinhead's chains should always form from the top -> down to better reflect the trailer for them. Also that way the environment wouldnt be an issue as much.
They should increase the amount of chains he gets to bind a survivor with the greater the distance is from which his possessed chain hits. There's pretty much no reason whatsoever to aim for long distance shots and yet the game still allows it, it's kind of baffling. The survivor would be long gone before he even gets to them in such a situation.
