Probably never, this isn't really up to BHVR but more up to the license holders sadly.
If they were ever going to get something, they would have by now.
They've been in the game for almost five years, and Quentin at least hasn't received even a Winter Sweater, something every other licensed Survivor has managed.
Unfortunately goblin boi will only ever have the stuff in the chapter as an alternative
This and New Line Cinema I feel has burned this iteration of Freddy to the ground and salted the Earth and tried to do the Men in Black memory wipe trick to get everyone to forget that it existed.
Unlikely based on license holder policy or whatever and it would be nice that if were to happen when Freddy hopefully gets another rework
When the license holders allow BHVR to make them, its up them.
P.D. I remember reading somewhere that Freddy license holders are the toughest of all of them so I wouldnt expect anything for them, even getting them in Switch took a lot of time.
The NOES license is in hell and outside of getting them on other consoles the license holders want to forget the remake entirely.

She has however, like every other licensed Survivor, received at least one cosmetic collection. Quentin hasn't even managed that.
It is very unlikely they will ever. Can't even have 4 unique Quentin's 😟
It's not something that's ever going to happen but I would kill for an OG Englund Freddy skin.
All Freddy needs is a Blighted cosmetic. Otherwise he's fine.
