What would be a fair Concede condition for both sides?
The survivors used to take the game hostage once all the gens were done, so the devs introduced End Game Countdown. All that did was make the survivors take the game hostage by refusing to finish the last gen. This is why the condition should not be so static or concrete. The option to forfeit should be available if the survivors take the game hostage, if the killer stalemates the game with a 3-gen, or if the killer slugs the majority of the survivors.

If a generator has not been completed in the past t minutes (this timer resets when a generator is completed), a concede option becomes unlocked in the pause menu for both sides. ( time = 5 + ( remaining gens - 1 ) * 2.5 )
- 1 Gen: 5 minutes
- 2 Gens: 7.5 minutes
- 3 Gens: 10 minutes
- 4 Gens: 12.5 minutes
- 5 Gens: 15 minutes
If at least all but 1 survivor have been slugged, the concede option also becomes unlocked for survivors.

For the killer, conceding opens the gates and triggers the End Game Countdown.
For the survivors, the menu shows how many survivors have already voted to concede (anonymously) (example: 2 out of 4 survivors have voted to concede). When the majority of the remaining (alive) survivors have voted to concede, this blocks the exit switches and starts the End Game Countdown.

Does this mean that the killer automatically wins if they slug 3 survivors? No. The survivors can continue playing, but now have the option to forfeit. Same for gens not progressing; The killers and/or survivors can continue playing if they wish.

I don't think a Bloodpoint bonus should be awarded if the other side concedes because this would promote purposefully bullying the other team into submission more often than it already happens.
I honestly don't see why Killers can't just open the exit gates at any point during the match and are only allowed to once gens get done.
Because killers could abuse that to force survivors to depip and it would be out of the survivors' control.
This is another thing. If you concede, your opponent(s) should be guaranteed to safety pip (black pip). They can have more pip progress if earned in time, but not less than a safety.
If you concede, you get whatever pip progress you get.
Killer can 'ragequit' by just openning the gates, preventing survivors from doing any more gens or getting any more points, and without the penalty for DCing.
But they'd still get their escape points. I don't think survivors care about the gen points. I've seen lots of keys used, I've never seen a survivor do an unnecessary gen.
This is one of those tiny problems that aren't worth fixing, because the fixing would affect more matches than the problem does.
Survivors get escape points when the killer ragequits anyway. The point is, the killer can inflict everything a DC does on the survivors, without getting a penalty for it.

A "concede" option shouldn't be necessary in most cases. If the game had a little more structure so that matches couldn't go on too long for no good reason, then it'd be fine. My problem isn't gens going too quickly, 'cause at least then the match will end soon, but it is a problem when survivors go immersed and hide for 30 minutes without touching a gen. There's no timer, the map doesn't get smaller or have "danger zones" that force killers and survivors together: if survivors go immersed and avoid gens they can completely avoid interacting with a killer. In a game where it's been shown time and again that players love to make each other miserable, that's a real design flaw.
As survivor, there is an instance where conceding should be allowed: when slugged. If all four survivors are slugged, let me concede. I'll get my points and move on, leaving behind a husk that the killer can hook or mori or let bleed out. If I'm slugged and there's at most one other survivor left, again, let me concede, leaving behind a husk. Sure, there's a four-minute timer, but that can really add up over matches and if I'm cool with letting the killer kill me then why do I need to be there? I've put the controller down and gone AFK at that point, anyway, so the outcome is going to be the same whether I'm still in the match or an empty husk.
The trials aren't that long, I think players should just finish the game.

For the sake of simplicity, maybe after the match has gone for at least 20 minutes, a glyph spawns that either side can use to trigger EGC. That would get you out of every hostage-taking scenario except the one where a killer body-blocks the last survivor in a corner.

No, that is cowardice. Taking the full brunt of the tbags and clicking flashlights is the tough guy route. Leaving the match is just cowardly.

Being a tough guy is not about willingly putting yourself through abuse. That's the way of insecure men who want to appear tough. Tough guys have nothing to prove.
