Only if you're able to get downs and force the other survivors to recuse/abandon gens. If you don't get the initial pressure going Ruin + Surveillance won't help you at all.

If you arent able to get downs very few perks are going to help you and you should be focusing on addressing that before worrying about what perks to run 🤷♂️

I guess i should've included more in my original post. Although yes, you're right there are currently very few perks that can actually help you down and not just benefit off of it.
It terms of Ruin + Surveillance on killers that can't travel the map well it won't help much with map pressure initially. Even if you get 2 downs and hooks at the same time the other 2 can still choose to finish their gens and completely circumvent the combo.
If you're playing a killer that has map travel then yes it is very good. Although still has problems, it's definitely much more map pressure.
Its a very good combo as it covers detection and stalling with the addition of Ruin increasing Surveillance information but hexes are a gamble so it might work on certain maps and/or against certain people or get destroyed in the first 30 seconds of the match.
On the bright side if Ruin gets destroyed you still have Surveillance which is a great perk for low mobility killers.
Been usin it on alot of my killers anymore. Its especially become a mainstay on Legion since mending survivors have to watch their gens regress and the initial pressure Legion can put out by pin-balling around the team oftentimes allows the totem to live abit longer since survivors dont have the time to actually look for it right away.
I would say it depends if you would ever or have ever run Surveillance alone. I have used surveillance a lot before so if I ran the combo and ruin got destroyed I would still feel comfortable getting info from surveillance.
If you don’t like surveillance, think it’s weak, or forget to kick gens a lot then you’re basically putting half of your perks into the hands of luck. So if that’s the case I would say run discordance, corrupt or something else
It's oppressively powerful. Often giving nearly perfect info on every gen on the map most of the time. If ruin stays up you auto win there's literally no way to beat that perfect info. Most of the time it doesn't last though, about half of matches it lasts a whole 30s so I tend to go all in on the surveillance build, usually running at least surge with it. Surge also pops gen people are actively working on while ruin is up as an info perk but mostly it's there for once ruin goes down to keep surveillance running with a few kicks needed as possible. I also tend to run pop as well to have more excuse to kick gens manually as well because surveillance is worth every penny of an entire build around it.
One tip against it for survivors is to stop bloody gen tapping at the start to check for ruin. Ruin is almost always run with surveillance so it's just free info when you do that. Saves a lot of time when 1-3 gens highlight instantly.
Survey works if the players aren't actively trying to provoke you into chases. However it wont play out until late game, and a team of survivors in Voice comms pretty much makes it useless. since they will be telling their friends when you LEAVE the generator, and when you go back. So they could keep tapping the generator. Even with regression perks on such as Ruin, survey and overcharge. it makes long-game, and once you are in the dreaded "3-gen lock" one person breaks off, destroys your ruin, its GG.
The only thing you could HOPE for is the totem spawning into that cluster of generators. Ruin can be either too strong or too weak. If you play a game of "guard the totem" with the survivors. they essentially could finish everything around you and the totem you just protected all game, did nothing, because nobody was hung.

It's good as long as it's running. The problem is that hex totems are quite inconsistent by nature.

I suggest taking something else to protect that ruin though, since it will definitely be the biggest target once players understand what is going on.

It's really good. I don't care if Ruin is taken out, I run Surveillance on its own a lot. Gives great information on what the Survivors are doing.
Surveillance is a good perk. I don't know why people underestimate it. Even without ruin, surveillance is great. Better since it was reworked.
I've been using Ruin/Surveillance/Surge/PGTW on Demo - It's pretty fun and allows for continued tracking after Ruin pops.
