I think devs only nerfed him when they buffed medium vaults. In past Clown could force slow window vaults with his bottles and get hits. Or was it just a Clown nerf, because survivors failed to adapt? xD
He has never been deemed by Survivors as "unfun" to go against. That appears to be the main criteria for any changes, whether they are high-tier (Nurse, Spirit) or low-tier (Doctor, Legion).

What do you mean?! He was buffed out back in the day. Do you remember his origin story he was an athlete. He had to be buff if not somewhat.
