Small Game doesn't make it so traps never go off. Calm Spirit does not make it so Clown bottles never slow you, or you don't suffer from all the other status effects that Doctor's powers or their add-ons inflict. The perks only negate a part of their power, but the power itself can still be used.
Why do you think Huntresses, Ghost Faces or any stealth killer absolutely wants OoO to be reworked? The perk makes their entire powers and concepts completely neutered or useless and it makes the game completely unfun when playing against OoO and makes that trial very skewed as a result.
Slippery Meat is terrible, but part of the reason it's terrible is because, the design itself is terrible. A perk designed only to ######### on a single killer, and their power and exists for no other reason. Therefore, it's completely awful when you use the perk and it's not trapper, and if it was actually decent, would completely ######### on Trapper for no other reason other than just to specifically counter him for... some reason? That's not good design.
The way to make Windows of Opportunity good is to not make it ######### on a single killer. You're just making another Slippery Meat if you do that. If you want the perk to be good, then why not just make it... oh, I don't know, good? Instead of this nonsense of making it being only good against a specific killer using a specific add-on.
For example: As you're being chased, you charge up the perk. Breaking chase will not reset the charge timer. After being chased for a total of 30 seconds, the perk is activated. The next medium vault you perform while in a chase has its speed increased by 20%/25%/30% .
There, the perk is now universally good against all killers in a handful of situations, rather than against one killer, running a specific add-on and has no other use otherwise. You can use it to get a "quick" vault in situations where a fast vault wasn't available, you could use it to quickly double back through a window much faster than a killer may have intended you to do, especially if you got caught out and failed a mind game, only to have mind game'd them with the perk, and it soft counters Freddy's snares, clown bottles, etc.
I'm not confusing anything. I just don't think that it would be as significant as you are making it sound like, and it wouldn't ######### on anybody since the killer NEEDS to be running a specific add-on to even make fake pallets, it ain't on their base kit.
Also, Windows of Opportunity is fine as it is, no rework needed, I just find it a really good chance to do a nice touch in the perk, since in it's base concept it should make it easier to find pallets and make easier and safer routes for survivors to run, I don't think it should HELP the killer, it is going to confuse you more than anything, not help, as every perk should.
But even then WoO wouldn't be that strong of a perk, I wouldn't call it a hard counter, since both, The Doctor and The Nightmare have other options of builds to run, that completely change their powers and playstyle, making WoO go to its base use.
As said before I think that it would be good for a underused perk to have new fun interaction with killers, it wouldn't be too strong, after all, it is chance based to even get a Freddy or a Doctor that also need to be using the specific add-ons.

It'd be like saying Calm Spirit should make it so Madness doesn't give you any of the negative effects of Iridescent King.
It wouldn't be that strong, mainly because it is situational, as said, both killers need specific add-ons to make fake pallets, so, even if you run into 300 Freedys and Doctors, there will be only a chance that they will be using the specific add-ons.
I do think perks should counter killers add-ons and powers, it happens all the time, as i said Small Game to Trapper and Hag, Spine Chill and Premonition to Wraith, Spirit, Ghostface and any sort of stealthy killer, Calm Spirit to Clown and Doctor. And any of these perks are even meta!!!
The point is people don't really use perks that do these things, the use meta #########, because they act as general base counters to the base mechanics of the game such as healing, jumping from high places, saving from hooks, avoiding and elongating chases. I don't think that the buff I suggested would be of any harm to the game's balance, but yet a fun and effective counter to two specific killers, It wouldn't bee abused, and It would only benefit the players who already use it or that have a hard time against these killers.

Totally agree with you, Snap Out Of It is considered healing, i think the devs missed it when they were doing the perk interactions.
