That is one decision to make. And frankly, its not a hard one. Here, i'll make it for you:
Are you on or close to a gen? Don't use it
Are you on the opposite side of the map to where you need to be? Use it
Are you close to a hook to make a save? Don't use it... yet.
Is it the start of the match? Don't use it.
Is the killer coming at you? Use itWow! So much skill involved in reading and memorising the list above.
DH however requires timing and still might be useless. Its situational and slightly luck based.
Lithe requires great attention to detail, planning and in some cases ingenuity to manufacture your own vault.
SB is a perk any noob can use by simply sitting on a gen and pressing sprint when even a top top killer comes to ambush them. -
I like the PWYF idea!
Lightborn: Ok, well ive never seen any good reason to choose it over the rest. I consider most killer perks to be about equal power. The only reason i'd use LB is with total immunity to flashlights. Making it a very much equa alternative to FD, which works on all items, and can damage them, but requires skill and is only temporary. However LB is situational and often times i go many matches in a row without anyone flash lighting me. So its already a totally wasted perk in those situations.
Hex perks might be fine once: a) theyre better hidden and b) TotH becomes a passive.
Urban: umm... ok. I just think its way too easy. when we heard urban was getting a buff, i dont think anybody expected it to be THIS good. its almost meta now. I'm currently using level 1 urban and can barely tell the difference. So i think 70% or 80% max would make it more equal.
BT: i think it kind of screws the saved person too much. I think that timer needs to be longer to give them a real chance to get away. But it feels too powerful at the end of the match.
Personally i thought it was at its best when it was glitched and provided a timer for both user and rescued player: but didnt work after exit gates were powered. That way it prevented camping/tunneling - but didnt rob killers of a hard earned kill and give a free escape.

I just thought of another idea.
The longer you go without running, the more tokens you get. And each token grants an extra second of sprint. So for example 30 seconds would give you 1 second. a minute and a half since you last ran would give you 3 seconds. You could even cap it at 4 or 5, since it comes with the penalty of running.
However... its too easy now to just be doing a gen for 2 mins and have it all saved up without having to do anything. So a little extra work would be needed.

If they could do it, i think a kind of scan effect would be cool. Or make it so that for 5 or 6 seconds, when you look in the direction of a survivor further than x metres, you see a glimpse of them for 1 second. Basically make it over less quickly, but not have to walk one way for 4 seconds and then turn around. Its kinda silly.
Actually what i think would be even better is to simply reveal to the killer which generators have been worked on for say... the last 30 seconds. That way you can either keep doing a gen throughout the carrying and hook phase, or you can stop the moment someone is downed and not give away your location.

Nothing is currently worse than DS, except maybe SB. Those two are hands down the most OP in the game by a mile. BBQ is no where near on that level. But i do agree BBQ needs a perk that can hard counter it. Something to allow pure stealth players to not have to suffer because someone else messed up. A perk like that would be good for most killers anyway, as its one less perk that can cause them real problems. If everyone is using BBQ, it should have a counter perk.

Having a Perk be a complete burden is at least MUCH better than a Perk that's powerful with no downsides at all, like Sprint Burst and Decisive Strike.So then tell me: why would i ever use it? I want to use it. I'm down for a challenge. Survivor is too easy at high rank. But where's my incentive? I don't just want to die for no good reason. If i'm taking a severe handicap for both myself and my team: i want BP bonus. And it should at least synergise with some other perks.
Hard mode just makes no sense without an upside of any kind. I'd rather see it balanced so that its hard mode if you mess up, but not a big problem if you dont.

Well another idea that's been talked about a lot is simply: start healthy. Enjoy the BP bonus with no downsides so long as you're not spotted or chased by the killer.
Option 1: Let the killer know a particular player has it, but still start them healthy.
Option 2: The opposite. Start them injured but don't let the killer know.
Option 1 will force the survivor to stay stealthy and incentivise the killer to not tunnel, but instead search among the survivors for the weak link.
Option 2 on the other hand rewards the survivor for staying stealthy and out of trouble, while rewarding the killer for searching a lot and stumbling upon them.
Either one is preferable to the killer knowing exactly who has it and tunneling them from the get go.

Funny thing is Mclean said in the second to last stream that... its OP if you use it early. And its OP if you use it late. So the 3 of them just kind of agreed its always OP. The no healing thing is only good if they have to use it early.
I'm almost down for this, so long as it has a genuine counter. I think that for non obsessions, it should be either AG or IG. Make it activate after 75 or 80% so that a skilled killer can avoid it. I'd rather just see 20% buff to wiggle speed for non obsessions. AND it still has to be activated. So basically you have to decide early on if you're going to risk using it now or save for later. OR it should be forced to be used on first carry only.
Its simple really. Make people use skill. And provide counters.

True, but my point was that 2 of the 3 bonus perks that come with it are actually needed just to make being injured not totally crippling. Being injured is soooooo much worse than not being injured. So all those perks do is make being injured the same as not injured - but you're still one hit from going down. Always. And no one can ever heal you and get points for the team.
There's literally no incentive and many reasons why not to use it right now.

wow great idea! I wouldnt say must have bright clothes. Just... shouldnt have dark/black clothes. And her P3 should be a bit lighter.

Claudette the trouble with that is it would pretty much trump Lithe, as it would be the same, minus the need to find a vault.
But yeah its certainly a better idea than what we have now.

DS needs real, hard counters. It already has soft counters like Enduring and situational soft counters like dropping on stairs.
DS isn't so bad in its current obsession form, and could even have the numbers buffed more so the survivor can fully get away. But if so, it should have a negative. Such as they can't heal ever again. This would be a buff to No Mither.
For everyone else, i think a short stun would be best. It should be a stun almost right away. A stun that is reduced in length by Enduring. And that can also be countered by IG. It would also help distinguish AG and IG, as AG seems by far the better one currently. Any one who escapes killers grasp after a stun should also not be able to heal ever again.
A powerful perk needs a harsh downside. Such as Ruin and Devour Hope have.
I think once more, stronger obsession perks come out for killer, or if they buff dying light for example, it should make peope less inclined to use it.
