99ing is not fair. Some 99ing is more unfair then others. But it gives advantage to one side more then the other and highly infuriating. It makes things no fun
How would you get rid of this ability without taking away player freedom? Would exit gates, generators, healing progress, and stalking progress all regress when not actively being increased?

All they have to do is take away his capability to 99 and then buff his add-ons and other capabilities. I mean hell I was in a match where his expose lasted the whole game from beginning to end of an hour long match. He is not weak at all
I mean, making fragrant tuft of hair part of his default base kit would get rid of that 99 problem you don't like...

99ing isnt fair on all sides. 99ing hooks and doors for survivors is bullshit and not fair to the killer. 99ing instant down abilities is not fair to survivors.
I thought it was all about resource management and building up the most you can before you need to use it?

I know its a joke, but I would love Scooby-doo skins. Claudette as Velma, David as Freddy, Kate as Daphnie, and Dwight as Shaggy.
Furthermore for killers. Doctor as Spooky Space Cook, Deathslinger as Captain Cutler with a harpoon gun, Miner Fourty-niner Hilbilly, Black Knight Oni, Green Ghosts Waith, and Harry the Hypnotist Clown.

Guessing game, no, there is a better counter to Slinger. Run to a pallet and drop it early, turn and hold W... there you’ve just forced a 110 killer to chase you for a long time. If your teammates aren’t asleep at the wheel 3 gens should easily get done in the first chase
Absolutely, same with a huntress who is out of hatchets, just running in a straight line while they refuse to reload is such a timesink for them.

Right now struggle is really annoying and the perks that play with it really don't do much to change the game. Two suggestions I heard that I like are to either, simply require holding a struggle button, or to make it skillcheck based, with some perks affecting the skill or presentation of these checks.

On PC and having the same issue, it's quite severe and hampering gameplay.
