This is not a nerf being reverted, they never fully went away and it's actually working as intended. I'll try to keep the explanation simple:
- Each map has a minimum number of pallets.
- The game will spawn those pallets as evenly as possible until the minimum pallet count is reached. It does this with a rule that basically says, "No pallet can spawn within X meters of any other pallet." (NOTE: This does not apply to key locations, e.g. the Asylum, the Shack)
- If the minimum number of pallets has not been reached and there are no remaining valid spawn positions, it will break the rules and spawn it wherever it can.
This happens more often on maps like Rotten Fields since the most of the map is corn (no pallet spawn locations), and the rest is maze tiles (could be LT walls which have no pallet spawn location). As a result, try as it might, there may not be any other option.
The silver lining is that when that happens, the map has the absolute minimum number of pallets.
Minimum pallets or not, don't you think there should always be enough areas for pallets to spawn to avoid a double spawn? Even with a minimum pallet count a double pallet jungle gym is extremely powerful, which is why most of them were removed. Even if it's a rare occurrence, having one spawn in a game can be devastating for the killer, as shown later in the video where the Huntress is looped around the double pallets long enough to have to leave.

If solo's switched to Killer great. More killers and it allows them to see both sides of the game. Killer ques are only taking longer because of the latest chapter and event. This should balance out again soon.
Unfortunately playing with friends breaks the game, though, especially competent groups. The game was not designed with SWF in mind, the devs have admitted this before and SWF was added after the fact because of high demand. The communication and coordination that comes with SWF utterly breaks the game in the favor of the survivors and gives most killers no chance against coordinated skilled SWF squads.

Yeah it's absurd. The nerf hurts Doctor the most and Legion really needed Mending to count as a healing action to be threatening.
