Vigil Isn't a Numbers Problem
Affecting every single status effect in the game is what makes this perk so detrimental. It's a perk used to buff the most meta perks on survivor (exhaustion perks) which is an effect more than good enough on it's own.
But it also HAPPENS to simultaneously nerf a massive amount of killer perks/addons with no tell or counterplay for the killer. You can tell this is a side effect because nobody who runs it in matches, doesn't have it also paired alongside an exhaustion perk.
Ontop of this, it Also buffs other meta survivor perks that have negative effects such as Shoulder The Burden and Deliverance. This is what actually makes it problematic because this single perk affects so many things that it becomes impossible to balance around.
A single perk that affects a large portion of perks/addons for the other side while removing the downsides from meta perks is way too strong and a number change will only work if you make it so low it becomes useless which we don't want more useless perks.
Actual Fix
Instead of nerfing the value from 66% to 44%, just make it affect the exhausted status effect ONLY. That way you can keep it at 66% without having an AOE perma debuff for the killer daring to use something that isn't gen regression while simultaneously making the game much easier for you to balance.

I actually laughed out loud when they nerfed sauna rock on Jason to 3 seconds.
not only can you dodge the jumpscare already, if you have vigil you walk for like 1.9 seconds and you can sprint burst away for free.
As always, whenever perks are changed they usually look at them in a vacuum and never take into account other perks.
Should Vigil be nerfed to like 25% and ghost notes be buffed from 10% to 30%.
Also should a bunch of other or new survivors perks have a recovery status change.
Example now self care let's you recover from mangled 30% faster
Visionary let's you recover from blindness 30% faster (because the perk has vision in its name)
And so on for every status effect so Vigil can be for all status effects and specific perks can focus on a certain status effect
You could keep it at 66% and chop the perk into several pieces.
Making Vigil 66% was a huge mistake. 20% was perfectly acceptable and imo 40% or whatever its gonna be changed too is still too much time off of debuffs.
Maybe I’m being a bit silly, but isn’t a perk coutering one (1) of Jason’s add-ons… okay?
BHVR couldnt balance a peanut butter sandwich correctly let alone a video game. I doubt they even look at things put together instead of a vacuum
I was definitely being a bit hyperbolic mentioning vigil.
but even without vigil a 3 second exhaust is nothing, you can easily walk/hold check spots to get your exhaust down.
plus if vigil is in play, that counters so many other options on a large amount of killers across the board.
that’s why hyper focus, stake out and lend a hand are ‘fine’ in their eyes. Because the data shows regardless they’re ‘balanced’, because the data doesn’t take into account perk combos.
Oh no I agree I thought Vigil was overtuned, I just thought it countering a 3 second effect is kind of a non-issue.
I think you have it wrong, currently it reduces 40 percent of the debuffs duration (66 percent faster of 1c/s so 1.66c/s) and I think when it's reduced to 44 percent it'll be about 30 percent I think of the debuff duration taken off.
so it's being reverted, the 66 percent was their tooltip change to better reflect how its calculated in code, you can check the wikis online for the old values!
Change: updated the in-game description to once again refer to a Recovery-rate-increase, rather than a time-reduction.
So basically we are getting pre 8.5.0 vigil
