If you spend too much time hiding, too afraid to do gens or totems, too afraid to get into a chase or rescue people off of hook thats why.
Anytime I get paired with anyone brown - green ranks this is what i see. I can loop the killer for 3 minutes and not 1 gen gets done cause everyone is too afraid to do anything. If ruin is up, no one will touch gens cause they are too scared.
Overall just play and dont be scared.
You're not doing enough to generate Emblem points. Having high bloodpoints doesn't mean you're doing enough to rank up.
After a few months of playing this game you'll learn how easy it is to rank up as survivor. Killer it's a lot tougher, you can't get carried through games.
The amount of players at purple and red ranks who are bad are a lot higher than you'd think
The ranking up is based on emblems and not just points. You basically have to do a decent amount of all 4 things. You have the bronze/silver/gold/iridescent ranks for each of the 4. I can't remember the exact breakdown of what you need of each to rank up. But, I would focus on the 4 types of emblems and attempt to do each of them during the game so you can rank up. 1 is repairing gens/destroying hex totems, the 2nd starts at iridescent and loses points every time you go down, 3rs is healing and saving allies (you lose points for unsafe hooks), and 4th is being near a killer without being in a chase or by being in a chase with the killer without being hit. The longer it goes the more points. So if you avoid the killer most of the game and don't get chased and don't heal allies, you might not end up pipping unless you did a ton of gens and never went down.
cough swf *cough*
In order to rank up in yellow ranks, you need to achieve a minimum of either:
if we assume that none of your emblems are iridescent, since those are fairly hard to get. Realistically you could try to aim for gold in each category.
In order to achieve four gold emblems, you might aim for the following goals:
Unbroken and Benevolent are the easiest emblems to do well in. If you get gold in both of those, you can get silver in Lightbringer and Evader and still be able to rank up. There are also a lot of ways to get those emblems that I haven't mentioned, and you can find out more about here: https://deadbydaylight.gamepedia.com/Emblems
The above were just examples of semi-realistic goals you could aim for if you're trying to increase your rank. Hope this is somewhat helpful.
It's funny when you find those teams lol facing a 4 man swf, all purple/red ranks and you can tell one player has literally carried them up the ranks.
Even a 2 man swf can climb up the ranks even if they are both useless
Here are all the details about the emblems on the wiki if you want to go deeper:

with comms even 4 monkeys can play like 4 decent survivors without any skill
not really.
My experience has included acquiring 7 pips in the same day, in one case a +2, then in the evening losing every single pip due to either my mistakes, a tunneling Killer, a Killer with an aura spotter perk (example bbq and chilli), or worse, three man swf team who would rather let someone die on the hook ... but generally doing stuff in the match will eventually get you ranked up. One thing to remember is when your killer alert perk lights up or makes a noise, dont ignore it even if you think you can finish the gen in the next ten seconds.
I tend to stay around rank 16 as I can lose pips above rank 17. I do wish they would update the explanation to say "deranking below rank 15 is possible"
