The description say that all windows and vault locations are blocked for limited time. But Idk what are the vault locations... Isn't it the same thing like a windows?

I guess so... They specified not pallets, so probably only windows.

As I said: They specified not pallets, so it will not affect a pallet vault. It means genuine windows, and vault locations, aka things you can vault like windows but aren't, like ledges.
The reason they say "Vault Locations" is to specify the areas like on top of a combine harvester on the farm maps, or the logs and ledges you can vault over on the swamp maps. Although we all think of them as "windows", technically they aren't, and are more accurately described as "vault locations."
So yeah, basically it just blocks all windows, and I actually feel sorry for survivors caught areas heavy with windows as the only way out when this perk goes off, especially against some of the nastier killers. For example: Haddonfield... Imagine popping a gen on the top floor with a LF or Shape at the base of the stairs, and all your windows are now blocked off for the next 35 seconds. Yeah... you ain't getting out of that.
