It would really be terrifying to hear this as survivor and I hope the devs consider implementing it.

Wouldn't that make Knockout, useless on him, since they know the general area in which he downed a survivor?
No as in a global sound that survivors hear across the map
Maybe not that sound in particular, but there are a bunch of other jarring sounds that could be good for that concept.
But that sound is literally leatherface's iconic sound.
