Why is Diversion TR dependent?
The title. Seriously, why isn’t it just a 45 second cooldown perk? A killer with a small TR (or hell even one with M&A) can make this perk utterly worthless. On top of that it’s just a meme perk so it’s effectiveness is small even if a killer had a large TR.

It really shouldnt be. It could be a nice perk, without the TR requirement if used well.
Probably to keep people from throwing random pebbles every 45 seconds.
Maybe a token system might be better - 3 uses no requirements?

yeah, as what @Milo said, the perk could reduce the cooldown in all tiers and keep the distance at 20 meters across all tiers.
but then again, it shouldn't be dependent on the killer's tr. or it should work in a chase, idk.
