How to report people properly now?

Need an answer about it, because I've found achievement hacker and don't know how to report him without old google form.
I'm still in the post-game screen and I can report him in-game, so which data should I provide here and will it even work?

    You don't.
Basically, as long as people are buying the game they don't care if there are hackers or people harassing others in game.

Thank you for such informative answer.
Btw, banning cheaters and making them buy everything again makes much more money. Just so you know.
