The problem with Vigil isn't that it reduces exhaustion too much...
The problem is Vigil doesn't executes its direction well at all. The flavour text reads
"You look over your friends even in dire situations."
The player fantasy described is you are an anchor watching over others through tough times. Since it came out it has never been good at that, only utilised in builds that are maximizing exhaustion perks as that is the only status effect you as a survivor have control over enough to squeeze any amount of value out of it. If you were utilising the perk to reduce the duration of mangle, you would be lucky if the duration reduction would happen in the time you would spend healing the survivor you're withing 8 meters of, making any healing speed perk better at just brute forcing mangle. Any other status effect isn't likely to be in play and even if it does they sometimes don't have a timer, instead they have other conditions to end like Hex: Third Seal leaving them unaffected by this perk.
Vigil needs to work differently then status effect reduction and the wild range of 'impact' the effects have means it can't be too good at reducing minor effects without being too good for reducing major effects like exposed by a lot.
I've always liked the idea that Vigil instead was something like this
While you are healthy, Vigil activates
Other survivors can see your aura within 12/24/36 meters of you
Other survivors within 8 meters of you can not have their aura read by the killer, and can not be affected by blindness, hemorrhaged, mangled or obliviousness. This effect persists for 15 seconds after leaving the area.
While Vigil is active, you can not benefit from another survivors' Vigil effect. (so 2-4 Vigil users can not have permanent distortion so long as they stick together)
Exhaustion reduction should have a new perk made for it since exhaustion and is a different category of debuff from the minor effects I listed, and should be handled differently. exposed and hindered are in their own category away from exhaustion, broken and minor effects too, they probably should not be affected by survivor perks at all.

Flavour text is a reflection of the survivor that the perk is attribute to. It seems strange to me to base a perk effect over a footnote.
Flavour is part of the fun of DeadByDaylight, one of the roles of perks for Survivor is to enable the player to realise what sort of character in this video game-ised horror movie they are, if I want to be the runner who thrills through the chase, sprint burst, lithe. Do i want to save my friends in the thickest of moments? We're gonna live forever and Buckle-up. Do I want to sneak away from the killer's search sneakily? quick and quiet and dance with me. I like to be the guy who is mortally wounded and still managed to claw my self away from the killer's grasp on my belly with Unbreakable and Tenacity myself
