You can destroy one vessel after you hook a survivor before they are unhooked from what I know.

I've had varying times and am slightly confused.
You can destroy any Vessel. So if you have seen one before you can go back there after you hooked someone (as long as nobody else took it before of course).
All vessels can be destroyed when a survivor is on a hook.
It might seem like it's only the hooked persons because survivors will most likely be carrying all the rest
If a survivor is on hook you can destroy all the vessels you can find
