New Killer Suggestion: Shapeshifter
The killer has the ability to transformation into other killers ( until 3 randomly ) by copying their abilities for 90 sec with 30 sec cooldown. After hooking 1 survivor he could transformation too into the survivor for 60 seconds without terror radius.
3 unique perks
Me and You:
You and the obsession are linked. Obsession will be incapacitated for 30sec after completing a generator. The aura of other survivors is revealed to you for 5 seconds.
You and me:
You and obsession are linked. You have the ability to see what the obsession is seeing for 5 seconds when generator is completed.
Superhuman strength:
When a generator is completed. you get 30% speed for 30 seconds, survivor aura is revealed to you for 5 seconds

I like the idea, but I dont think the shapeshifter can copy any Killer the user has not bought? Also licenced Killers would be an issue.
Perks are nice too.
They should really just bring in Terminators from T1/2. Liquid Terminator can do what you said. Sarah/John Connor as survivors.
They brought Alien, so why not?
The Shapeshifter could work as a “The Thing” monster . Work it as a Chapter . Bring in R.J MacReady as a survivor . Have another Map based on a destroyed outpost 31 so it’s indoor and out door like the nostromo map
Very cool ideas, but like @Emeal mentioned there'd be issues with players not having all content.
Back in the early days of the game there were offerings called Splinters. These allowed you to run as a different killer for that trial, kinda like previewing them, but you had to use no perks.
but technically it is possible to do a simple check if you have the killer or not. Regarding the license, it really isn't possible or maybe it is.
