What happened to flashlight blinding?

I was against a Wesker today and he faced a brick wall with no gaps in it and picked up the survivor BUT I somehow managed to flashlight blind him and save my teammate. He did not use Shadowborn or Monitor & Abuse. There was no way for me to flashlight blind him but the game did anyway he must have thought that I was cheating and I definitely got reported for it.

Are flashlights currently broken by the latest patch?

    Could be a issue with the map
