I would think so along but wouldn't it be weird seeing the tyrant going mac7 in .3s and he's fast but not that fast
The movement animation are an aesthetic more than anything else and they've already previously changed the movement animation for the Legion HUNK skin, changing it from Nemesis running to Mr. X walking fast wouldn't be an issue anyway since Mr. X can walk fast in RE2 if you start shooting him.
What i do think is an issue and what's holding Mr. X back from becoming a Nemesis legendary skin would be the fact that Nemesis' power is his tentacle which Mr. X doesn't have.
Just give us a Chapter 3 with Jack Baker or Lady D as a Killer and then Mr X can be a Legendary
