It's time for "taking chances on hook" or "suiciding on hook" to go. It's an unhealthy mechanic.
One of the singular most annoying things in this game are survivors who give up on first hook because "They hate the Knight" or some other dumb reason. You've wasted the time of 4 other people because this wasn't your favorite killer to face. I understand the necessity to want to concede what is a losing match, like if you have a teammate who dies at 3 generators because a killer has 7 hooks already, I get it. Which is why be able to "Kobe" off hook should only be an option within the trial after one person is already dead.

It's going to happen regardless and my point stands. It's more frustrating to have someone actively working against you than it is to not have them there at all.
Players may act as "bad actors" and try and sabotage the game for others. Suiciding on hook or "griefing" achieve the same outcome of both being undesirable because of a selfish player. At least my suggestion forces them to stay in-game which is better for everyone.

How about this. I'll walk you through a thought experiment. Put on your thinking cap.
A survivor cannot die on hook purposefully. Instead they run around dropping pallets, bodyblocking you in chase and intentionally missing skill checks. Is this a more fun experience for you than them simply not being there? Think about it carefully.
If you get this worked up when people disagree with you, I'd suggest taking a break from these forums.
Okay, since you edited your post, I guess I'll address that, too. But I won't mock you about it, because I'm a mature adult.
All you're doing is drawing up an unlikely disaster-scenario in which you think you've made your point brilliantly. The alternative is what we have now where people leave the game preternaturally because of any number of odd reasons. Go and solo-que and see how many first-hook suicides you get. The "Kobe" game mechanic is ruining games at a far higher frequency than people wanting to grief for the sake of poor sportsmanship. You're arguing if we don't let these selfish survivors go to the next game, they're now going to turn petulant and take it out on the other remaining survivors instead of attempting to play the game normally.
What is to say they don't act in that manner and instead attempt to do generators or heal teammates? Maybe the unhooked survivor takes chases more frequently now, in an attempt to leave the game quicker. Why is your scenario the only likely one? Maybe if you didn't assume you were correct and everyone else didn't have a point to be made, you'd resort less to personal attacks and think things through a little bit.
The thing with "forcing people to stay in a game" is not gonna work. You can't force people to play a match if they're not enjoying playing that match. --- If a player determines that the game is already lost and there's no net benefit for them to stay other than an imaginary pat on the back, why should they continue to participate? Atm there is zero positive reinforcement that incentivises people to stick it out.
And while there are plenty people who DC/suicide for utterly ridiculous reasons the game has no way of telling the difference.
The people who leave are tilted and thinking irrationally. As soon as you rescue them you become the enemy in their eyes. The object of their ire. Of course they'll try to sabotage you.

Sandbagging can get a person banned from the game outright if it’s too obvious. Disconnecting gets a player temporarily banned from queueing up. Suiciding on hook is a way to disconnect while dodging the penalty meant for disconnecting.
"People should be able to ragequit without penalty" isn’t the argument you think it is.

They just go afk, it wont make a difference.
AFKing is against rules and potentially bannable.
Removing the kobe is a bad Idea as sometimes it is neccessary, I have literally had games where i get hooked for the first time and watched all 3 teammates climb into lockers and have to unhook myself, or use it to save myself from losing 2 hookstates on one hook because my teamates dont get their fast enough.
The simple answer is to make a hook suicide count as a dc , with the following conditions not counting as hook suicides.
If you have been hooked twice. Lets you still leave if being tunneled or hook farmed.
Hooked once with 60 seconds of time on hook, add an individual timer for each survivor so they can moniter and make the descision based on why they havent been unhooked in that time and makes sure your not punishing players who just get left on hook to die.
If there's 2 or less active survivor (not downed, dead, or on hook), to make for still being able to give hatch to teammate.
This would still let people do it but apply the dc penalty to them.
It can still be worked around so players arent "forced to play" but I dont think requiring 2 hook states or at least 60 sec of total hook time when there are 3 players still standing is too much to ask.
I have also had many times where someone hook suicides on first hook and 5 seconds after they do we pop 2 or 3 gens, having the 60 second requirment might make some people change their mind.
Just take away struggling and keep the chance to get off hook. Survivors can try and get off, but cannot suicide on hook.
Could even only allow the chance to get off hook only after one person has died if you really want.
Seems reasonable. Having to spam to struggle is annoying anyway.
