Anti-hostage measures
So just as a QoL thing, why not make survivors lose collision once they get crows.
And you might be like "but its bannable, so its not worth doing so anyway", but there are tactics that I would consider fine over long durations, but not too long, and calling them hostage keeping is technically not correct, since the survivor would die before the game is over.
A specific case in point: Piggy. There are certain maps(especially The Game and Midwich) where the jigsaw boxes spawn inside structures where piggy can bodyblock the survivor the entire time untill they are dead, and since the survivor has to search to get rid of their masks, this basically means a free kill and quite an easy one with something like Annotated Plans. Its harder to pull off than old bodyblocking Piggy, but its still easier than you'd think. Slap on Lethal Pursuer, Dead Lock with Annotated Plans and Video Tape, and thats basically old "bodyblock a jigsaw box to pretty much guarantee 1 kill" pig.
Let alone that it on itself would make hostage keeping from a killer impossible too.
And to avoid any abusive gameplay, remove the crows one the surv is in chase, or have it only trigger at 3 crows(since 1 disappears the moment you arent afk)

You'd have to also have killers lose collision after being idle as well.
The newest edition of these kinds of builds is basically 'Pinhead stands on the box' for an eternal chain hunt. Done in certain ways, the killer can make the game take 30+ minutes without even being at the keyboard.
This, as well as the old AFK Pig, are untouched in your proposition since the killer can just hit a survivor who has a crow and trying to get past the killer with it. AFK Pig actively defended the box of you went too close, the problem was the hat did the work for them. Same thing with the chain hunt.
The way I would implement something like this is:
* Killers now also get crows when idle, just like survivors. Killer crows don't ever give survivors noise or sound notifications across the map, but they can see the crows flapping above their head when close.
* At 1 crow the player loses collision until all crows are gone.
* At 2-3 crows, the players perks, items, add-ons, and killer power are all disabled until crows are gone. Killers can still m1, but cannot gain bloodlust. These effects last until all crows are gone.
This would also nuke insidious camping and 'pretending to be afk until I have noed' gameplay. It also turns off the chain hunt if the killer stands on the box for too long and survivors with a Pig hat have an essentially inactive hat.
