Perks
Tinkerer, Thanatophobia/No Way Out, Discordance & Hangman's Trick. Loud noise notifications attract the zombies. Thanatophobia if they somehow get injured by zombies it will reduce repair, sabotaging and cleansing speed.
Recommended Addons
Shattered S.T.A.R.S. Badge, Ink Ribbon, Licker Tongue, Admin Wristband, Mikhail's Eye, Visitor Wristband or Brian's Intestines. S.T.A.R.S. Field Manual if you want to see a survivor after being hit by one of your zombies.
Stand in a corner and watch how the game unfolds. Grab some snacks and enjoy!

Last nemesis I faced a zombie got stuck on a bush and watched me do an entire gen from behind it, so I don't have too much faith anything would happen

Then it becomes a lazy zombie situation
Zombies are terrible and do nothing ESPECIALLY on outdoor maps which are the majority... They need to redo the AI for them. Zombies stand in dead zones, move slow as hell even with speed addons, and cant ever hit survivors due to them immediately halting regardless of their move speed to go into hit animation. If they work on indoor maps, that is normal, if they dont work on outdoor maps, thats also normal. If they ever work even 2% of the time then youre just luckier than everyone else. Zombies are bad whichever way you slice it. Give him his rocket launcher for AOE damage or let us attach a parasite to the zombie heads to temporarily make them an actual threat. Zombies are garbage and since release have been just that. Period.
This is why he needs to be completely remade.
