Probably not dead, but undead.
Considering both Redfields, Jill and Leon are 'gone' in DbD's lore, there's a whole lot more people dead, I'd say.

Actually, I forgot raccoon city gets nuked anyway. So you'd be more correct. She goes to the pd, eventually gets Birkin'd , and blows up along with everyone.
kind of sad to think that the entity is really condemning more than just the people they take.
but also saving people when it comes to Michael Myers and pinhead if I'm correct

I figure licensed characters are tough enough to make it out of the realm and probably hit the ground running the exact moment they were taken.
Multiple timelines and alternate universes are an established component of Dead by Daylight's lore, which explains why you can have several of the same Survivor, all dressed in outfits that they would have never worn in life (Yui's archive video in particular demonstrates this nicely).
Seeing as Leon has his RE4 special agent outfit depiction available in game, that means at least one version of Sherry survived Raccoon City in DBD canon, as Leon joined the Secret Service under threat of Sherry's continued safety.
