Killers need something to make them stop tunnelling
So the current state of the game seems to be quite survivor friendly, perks are definitely in favour, which I feel is decently balanced, as when you are up against a good killer its still incredibly hard to survive.
However, this is causing the majority of killers to tunnel freshly unhooked survivors for easy kills and camping the hooks.
I am all for 'play how you wanna play' but this play style is boring for both parties
Currently there is a point penalty for camping hooks, however absolutely not a big enough penalty. There is no way a killer should be able to play a tunnelling and camping game, where the first survivor downed is hooked 3 times in the first 5 minutes and it resulting in a 30k and 3 iridescent badges.
There should be a severe point penalty to hooking the same survivor in a row and to camp hooks. Dare I say even appoint no Pip during those matches, but can we make this clear to the killers when they Ifinish a match, like "no Pip awarded for tunnelling gameplay".
Currently 8-10 match's I play are Tunneling and camping killers. It's really easy for them to get a 4k when they have to deal with only 3 survivors after the first 5 minutes. Always going for the easy prey. Now I would say only 2 out of those 8 killers is actually good at playing killer, but that adds to the frustration of them tunnelling when they clear don't need to to get kills.

There is nothing inherently wrong with camping/tunneling. The counterplay is in its own making. Camping and tunneling means you ignore other survivors, who are free to power out generators with no risk to their safety. The only issues are mostly solo players' lack of ways to communicate this information that SWF have in voice communication tools by default, and people using it for the sole purpose of harassment and not gameplay benefit. There are also situations where it would be stupid to not camp or tunnel.
If it's the start of the match, yeah, I'm for a disincentive to tunneling and camping.
However, if it's the end of the match I don't condone Survivors hook bombing with impunity, nor do I condone Survivors feeling comfortable about unsafe unhooks without a reason.
My suggestion is this: While the Killer hasn't Hooked 5 Survivors with the prior Survivor Hooked not being the same person, and while there are still Generators remaining, Survivors get DS/BT basekit if they reach the Second stage of Sacrifice.
This way they only get a protection if the Killer has successfully proxy/camped/directly tunneled them down a stage. And not if the Survivors are just bad and/or Hook trade in front of the Killer while also keeping EGC camp intact.
I would also reward Killers that focus on Hooks over Kills with a Mori at some point later in the Match.
You have no idea how much annoying this would be.
Also killer would just not pick you up when he knows for 100% you have DS, that's why DS after nerf works actually better, so every survivor would replace either DS or BT with unbreakable.
And let's be honest, I had quite a lot of games where I wasn't able to get past 5 hooks. This would basically give everyone extra 2 perks, which would not be replaced with friendly perks...
5 hooks is not really low number, that is often most of the game time.
Just problem is that it doesn't matter you don't want to tunnel and would like to go after unhooking survivor instead, but you are going to get body-blocked and annoyed a lot, because unhooked survivor knows you can't do a ######### and it didn't cost them any perks.
They can only Body-block, and only get DS for free if they are at second stage (Deathhook) before the Killer gets a certain # of Hooks. Mending still takes time to do so even if they do Body-block with the free BT they don't get free time, they have to spend it mending. And yeah, if they get that free DS and are still sticking around you, they should have to be fine with getting slugged.
Regarding Killers intentionally slugging and making UB meta though:
Yeah, that would make UB more meta, but TBH I think Survivors should be able to pick themselves up base kit anyway, not as fast as UB though, and certainly not without some kind of penalty. (And UB the Perk should probably have the increased recovery speed nerfed, instead mitigating the base-kit penalty for picking yourself up).

You have killers that are just useless without slugging.
Slugging is also only way how to counter DS.
It's also good way to get comeback. (or tunnel)
Hit&run is useless because of CoH, if you would nerf Slugging, then noone should cry about camping / tunneling, because that would be only thing left.
A Killer whose Power requires a snowball from the pseudo-hook that is slugging isn't a good Killer. Either in design or in MMR bracket.

Oni actually loses his power if he doesn't slug.
Twins are punished with fatigue 5 seconds + slow 2 seconds whenever they want to pick up survivor after downing them with Victor, it's just better to slug and get extra hit with Victor.
It's just really good way to build pressure for most killers. If I down someone and there is another survivor nearby, it's just usually better to slug.
Allow me to clarify, my apologies:
A Killer whose Power requires a snowball from the infinite-duration of slugging isn't a good Killer. Either in design or in MMR bracket.
A tunneler refuses to play 1vs4. He's playing only 1vs1. DBD is 1vs4, but they are not good enough to play vs 4, so they will choose to play 1vs1 because is too easy.
I’ve learned to totally ignore complaints about “tunneling” because not only do people not even agree on what tunneling means as a word but almost all the ingame complaints I see about tunneling are just sore losing. I’ve been called a tunneler after getting a 12 hook game on Legion for instance, and been called a tunneler as Hag. It’s nonsense, most killer players just target who they think they can down quickly, and many times one of the survivors happens to be easier to find and chase than the others. And clearly if a killer has a choice between downing an injured survivor and hitting a heathy one they’ll go for the down.
The game is intentionally designed around chasing, downing and eliminating survivors. Downing someone two or three times in a row is just a natural consequence. Tunneling isn’t “unfair” or “unsportsmanlike” or even a thing there’s a consensus on what it actually even is.
Well, some killers just suck at 1v4.

Survivors need to stop trying to control how their opponent wins. Same goes for Killers.
If it's a perk in the game, if it's a tactic in the game, as long as it's not an exploit or cheating; It's perfectly fine to use.

And now you have Survivors body-blocking non-stop, knowing that the Killer will auto-lose a pip if the Killer deals with them. No. People need to stop asking for easily abused BS 'fixes' to a problem that's not even a problem.
I assume you never played killer much.
If you have good survs you sometimes can hardly catch one. If you see that a player is not that strong you try to go after him.
At the moment a hit means nothing other than time wasted because they heal fast and you can hit again and again. You will loose that.
You have to get downs and hooks and the faster you can get one player out the better.
