Nah, it's not a glitch. It's Michael using his Stealth style.
His power lets him switch between four styles: Stealth, Trickster, Swordmaster, and Royal Guard.
In his first phase he does not have a heartbeat, red stain and is immune to aura reading perks as he has the Undetectable status. He needs to stalk survivors to level up his tiers of Evil Within, as he starts in tier I. In Evil Within II he gains a heartbeat, bigger lunge and is not immune to aura reading perks anymore, but he's also faster compared to tier I.
In tier I his lunge is also shorter, however, there are also add-ons that change his playstyles in which he can remain in Evil Within for all the game, but is able to use his stalk ability to see survivors within 32 meters. It's called 'Scratched Mirror.'
He starts at Tier1: slow, no terror raduis. Tier2: normal speed, small TR. Tier3: 1 hit down, large TR.
Some of his addon allow him to stay permanently Tier1. Make him completely a stealth killer. Some allow him to instant kill at Tier3.
You dont know his play style until its too late
Keep in mind besides what has been said already there are certain perks that can also trigger this effect (no terror radius and red stain) on every killer including The Shape.
EG Tinkerer (Hillbilly teachable) gives this status to the killer every time a gen reaches 70% completion

Just for future experience, treat all killers like they have no red stain and no terror radius, even if you know they have one.
It'll greatly improve your survivor gameplay. Keep those eyes peeled.
