You're not allowed to name and shame on the forums. Report him elsewhere and that's that really.

A community where anyone can be accused of anything for a game where people get salty because of the smallest things would not be healthy.
You don't report players on the forums. You report them in-game and create a support ticket with extra evidence here: https://support.deadbydaylight.com/
Video evidence can be uploaded to YouTube and a link provided in the support ticket.

Open a support ticket with the evidence. The forums won't get the person ban.
How hard is for people to read those stupid forum rules? No naming and shaming. Report them via support tickets and in game. The forums are for discussions, not reporting players.
