Camping and possibly downing multiple overly altruistic survivors at once (if the stars align and they're dumb enough) is literally the only thing that LF excels at. The only reason to use LF.
Don't like it? Ask BHVR to buff him so that he excels at chasing as opposed to needing to be butt humping the survivor while they are next to no pallet or window in order to land his chainsaw.
Edit: LFs only strength is camping and has meme builds just for that.
campy leatherboi never phases me, but rather gives me a laugh.
Better yet, a jumpscare from a campy sneakileatherboi in the basement, gives me the best excitement in the game because it scares the fcuk out of me like good ol times

Not Camping as Leatherface is literally gimping yourself and not optimizing your power. It sucks, but that’s the way it is.

To be fair, campy Leatherface kinda suits him thematically (based on the first movie). Don't disturb his basement/living quarters and you won't have any problems. He didn't even leave his place (and "hooked survivor") to chase Sally until everyone else was already dead, he just waited for the teens to come to him while they were looking for their missing friend.
Camping clowns? Dafuq. What's next, nurse camping? Spoiler alert, I suffered from them lul A NURSE. CAMPING. K.

Because catching someone trying to go for an unhook is the only way to get a double down with leatherface power.
Also thematicly speaking waiting for his prey to come to him (his house) is more the way he acted in the movie
Leatherface is a killer built for camping.
He sucks in chases.

You can't over generalize. I've run across a higher percentage of camping wraiths than I have camping leatherfaces. But to answer the original question, I would say they do it because they are the best at it. If leatherface wants you dead on a hook then there isn't much that can be done about it.
Leatherface has my vote for the next “Killer re-work” after Freddy.
He is best built to defend a hook.
LF is a weaker version of Billy without any of the mobility and a terrible chainsaw mechanic. The only benefit to playing LF over Billy is he can down multiple survivors at once. That being said, this makes him the perfect killer to camp with. Anyone who wants to play "normal" will play Billy. Anyone whose playing LF and doesn't camp is probably just bored of Billy. LF is a weaker version of Billy, period. That's not an exaggeration.
So that's your answer.
Until they buff LF somehow, he's just a meme right now. They could improve his chainsaw mechanic, reduce his terror radius or do something that would make him a little more desirable to play, but until he's adjusted, you'll probably see a lot of Insidious LFs.
