Suggested Monstrous Shrine changes
I might be in the minority that thinks Monstrous Shrine as it is now cannot be buffed as it is without heavily encouraging facecamping. Straight up buffing the numbers would simply increase the amount of basement campers.
So first change I would make: Apply it to all hooks in the map, then multiply the effect by 1.5x in the basement.
Second change: instead of the % being flat, for every 4 meters away from the hook, you gain 2.5% increased progression, self-unhook penalty AND unhook difficulty. Meaning that for the full current penalties(the important ones), you would need to be 16 meters away from the hook(which would only be 12 meters for the basement), but the further you go away from the hook, the bigger the unhook penalty will be and the faster the bar will go down.
Which means that if you were 64 meters away from the basement, the hook progression would be 60% quicker(37,5 seconds per stage+the time it takes you to move 64 meters away), there is a -60% luck factor on unhooking(this means Deliverance only has a 40% chance of working) and 60% penalty on failed self unhooks(which is about 20 seconds normally I believe? you can see that failing a self unhook would instantly mean you go to second stage at this distance)
With this in mind, it would force survivors to unhook their teammates in a scenario they might not want to or sacrifice hookstages to finish up their current objective. It encourages killers to make as much distance they can make to minimize the amount of time a survivor spends on the hook per hookstage and it would actually be weaker in the cases of facecampers using this perk. It would actually encourage a survivor you're chasing to not go too far from your current hook, while you would want the survivor to be as far away from the hook as possible, because once you down them, you simply go back to the old hook to decrease their time for maximum value.

This is my suggestions on a change/rework for Monstrous Shrine. Maybe not the best, maybe it's still a bad perk. But in my opinion, this is way better than the current Monstrous Shrine.
30% faster for 5 seconds is more I like it.

You say, after they buffed Wraith, Trapper, Twins, Trickster, Demo, Clown, Huntress and Blight in the past 4 months alone that heavily improve their playstyles if not making them outright stronger, while survivors havent really seen any buffs outside Lucky Break, which was quite a bad perk. The biggest change before Lucky Break? We're Gonna Live Forever, which happened 6 months ago.
Dont use double standards. Devs are more afraid to touch survivors in general, even though there are survivor perks that are outright terrible and generally were ideas that should have been basekit for solo survivors or simply be *partially* basekit(buckle up, flip flop, kindred, No One Left Behind, having an obsession in general, Better Together, Breakout, I could go into what effects should be part of the basekit, there are also some killer perks that need to be partially basekit, like 5% gen regression instantly whenever you kick a gen).
Sure, some killers get nerfs they dont need, just like some killers get buffs they dont need(did bubba really need 3 charges basekit instead of 2?, did huntress really need the hatchet speed addons?), but dont you dare say devs are afraid to buff killers when the first 2 years of the game were almost only about buffing killers and nerfing survivors.
The movement speed boost? You do realize Devour Hope gives 10% for each token and that's a hex perk. Having 30% speed on killers for 5 full seconds for doing what they are supposed to do is a bit too insane, in a lot of cases that can end a chase near instantly. That's like giving survivors 0 scratchmarks for 60 seconds instead of 10 on poised when they finish a generator.
It would be absolutely beautiful though.
Oh, I forgot to mention that the speed boost only applies if you hook a survivor in the basement. Sorry, my bad. Why I decided to suggest a speed boost was for the killer to get out and away from the basement as quickly as possible. So yea you're right, it would be insane if it was every hook.
Ah, makes a bit more sense, that would make it probably quite powerful on small maps like Dead Dawg Saloon tho, especially if it was a killer like Hag.
