the OOO changes were proposed, not finalised, so no, they won't be coming in this patch (as much as i wish it did)
No, the change they have shown us is only a proposed change very early in the design phase and they wanted to change their normal work plan to incorporate community feedback early on.

guess i wont be getting my adept laurie anytime soon. the current ooo hinders me so much and gets me killed
i saw everyone celebrating the ooo change too early so i presumed that its coming out in the all kill chapter. guess i was wrong
