Why didn't they give changes to Twins in this patch (PTB)?

Waiting until their pick rate reaches 0 I guess, it's gotta be a few weeks off at most before that happens.
They made some ghost updates to Twins last update.
This includes:
-Smoother transition when unbinding Victor
-Smoother transition when attaching Victor to a healthy survivor
-You now see Victor's aura for 2.5 secs after attaching to a healthy survivor
-You can now control your camera and look around when awakening from Charlotte's idle state.
That is about it. Mostly just QoL improvements but it is nice nonetheless.
It's awful on their part that they don't say that they've done those changes to them and be silent.
Not necessarly. It always depends, when they have time to do it. The Silent Hill chapter got most changes with a MidChapter e.g.
It's odd I agree, but the changes aren't really significant enough to really change anything about Twins.
They are still a jank mess, with slugging and proxy camping being their best strategy.
They will need a complete rework (IMO) to bring that Killer on par with the rest of them.
