Hearing the Phantoms Bell like he's right next to me??

Why do i hear the phantoms bell very loud like he is right next to me, even though he is on the complete other side of the map?

    It's an add-on that could really do with the description being changed a little to avoid this confusion. Not that it's a big deal but simply stating it changes the range to a global distance would prevent this.
