Reputation system to prevent tunneling
I'm totally not biased or anything, but I think this will be the only solution to toxicness, tunneling or camping for example. Make a reputation system for survivors and killers. basically the survivors can see the killer's name, but not his loadout or which killer he/she plays. When the killer/survivor clicks on the name there is a tab with "reputation", when you open it you can see how many +reps he and -reps with the reasons. If a survivor has a lot of -reps for example, the killer could just leave and try to find another lobby, same goes for survivors, when a killer has a shitton of -reps because of camping or tunneling, no one will play against him anymore, makes the killer think about it and starts playing where everyone will enjoy the game. It's not like tunneling is forbidden or anything, but it just ruins the fun out of survivors. Like you find a game, after a hard day of work, and the first game you get you get tunneled to death because a killer thought it was funny. Overall, I think there should be a reputation system in this game, it might get abused, but I think this is better than not having one. What are your thoughts?

ALL the killers would have bad reputation, cause survivors always complain how the killer played, doesn't matter if he played nice or not

Tunnelling and camping is not really toxic.
This would just be the devs implementing a survivor rulebook. What people consider camping and tunneling is different so you could end up with -rep even if you weren't doing any of those things. According to the emblems if you hooks someone then break a pallet, damage a gen, or reset a trap near by it doesn't matter it docks you for camping and doesn't account for why you where still by the hook.
I better option would be to have more ways to prevent tunneling, such as much stronger perks. The entity could also punish the killer for not giving survivors hope. The entity could hit the killer with a bolt of lightning and stun him for several seconds for repeat tunneling, slugging at 5 gens, etc.
TL;DR: No, Abusable (you know it would be don't try to say it wouldn't) and creates unnecessary extra work.

If I get destroyed by a good Nurse/Spirit/Etc. I can simply give them a -Rep because why not.
Survivors clearly a SWF? -Rep.
Killer had the audacity to literally down me within the first minute of the trial and not allow me to loop and stun them? -Rep.
Survivors ran a SINGLE Meta perk? -Rep.
You get the idea.
Then after someone builds up an excessive negative Reputation number for inappropriate reasons what do you think is going to happen? (If for some reason a majority of players don't have a negative Reputation after enough time that is...)
Probably gonna have people dodging them constantly even though they legitimately did nothing wrong. Saw the Killer with -500 Rep? probably plays Insidious Bubba with Ebony every match. See a single Survivor with -1,000 Rep? Probably a sandbagger who runs No Mither 24/7.
Then someone at BHVR would have to check if someone with a big enough negative Reputation even deserves it (and how can you say if that's justified or not if something is a legitimate and allowed tactic?) after complaints from said player about them being unable to get a proper match because of an unfairly given Reputation.

I saw you walking around instead of standing perfectly still at the beginning of the match. -Rep
