Idea For A New Killer Perk

So basically my idea was a perk that activates whenever a killer breaks a pallete, and gives the killer a temporary speed boost, I also think it should have a cooldown of... Maybe 20 seconds at it's highest level..
Also, it should probably be a perk that is not related to a certain killer, but can be unlocked by any killer.

    Killers already have the speed advantage  Why buff their speed anymore?

    Uh, maybe because it doesn’t do jack ****? The idea that killers shouldn’t receive any speed buff perks, yet it’s okay for survivors to heal themselves, have a free hit on unhook, and loop to infinity and beyond, is ridiculous imo. Anyone at high ranks knows full well what the deal is when it comes to which side has the advantage.
