Killers should have "quick" mori's and their normal ones.
Quick mori's being something that works within their power, but differs from their final finisher Mori style kill move. Pyramid head is a good example of this. Pig also to a degree with head pops. Also Myers with tombstone (even though that Mori is identical.)
An example of how this could be implemented (and I'm not really asking for buffs so much as like ways it could be implemented alongside changes yada yada yada) is like if you were fully infected against plague and downed on your final hook her "quick Mori" could be her simply stepping on the charecters neck as a quick death. Spirit stabbing down in a less agressive but more swift strike, after you've been downed by phase walking 3 times. Oni stabbing through your head very precisely after downing you three times with his wrath. Billy getting a stomp animation if he downs you with his chainsaw 3 times etc etc. Doctor shocking the survivor on the ground whilst standing up, much like a shock therapy.
Quick finishing mori's for charecters to reward good uses of their power and hooking a survivor multiple times. Differing from regular mori's which are more brutal finishers, and rewards for using ultra rare offerings (of which I feel should be rebalanced severely) and using certain perks like devour hope.

They made them long intentionally as a downside to using them.
Memento Mori offerings are strong enough they don't need a buff. You seem to be saying that these mini-moris might be add-ons, but I still disagree. The amount of time it takes to pick up a survivor and hook them and the amount of time it takes to mori a survivor are part of the balance of the game. Being able to quickly kill a survivor is so high impact that it's part of Pyramid's power, which is a much more significant piece of kit than add-ons or a singular perk. It may seem like only 12 seconds, but that can be a long time in the right circumstances. These mini-moris would also negate DS and all saving methods (Flashlight, Pallet Stun, etc.), which is very high impact. Even with Shape, I'm not sure I like how accessible his tombstone piece is.

It's a gruesome animation, that alone is reason enough that it has a long animation.
I like the idea of a secondary mori that is very quick.
Let's buff mori because it's too slow
The idea is it's a "mini-mori" triggered similar to Pyramid Head when on death-hook when certain conditions are met.
Other ideas could be if Huntress downs you enough times with hatchets, when on death-hook and injured, a fully-charged hatchet shot from a far distance away, if hitting the survivor in the head, embeds itself into their head. Similar one for Deathslinger where a far away spear shot goes through their head and kills them if they're on death hook.
Trapper could have one where if you step into bear traps too many times, on death-hook if the Trapper manages to do the "grab survivor from trap" interaction, he instead slams their head down into it and it kills them.
Doctor could have one related to remaining in Madness 3 and failing enough snap-out-of-it skill checks (Or maybe doctor zapping you enough times?) on death-hook. Doc stabs his stick through the survivor like a sheish-kabab, impaling them on the ground where they lay. He raises his hand, lighting comes down and zaps them (visible to all survivors across the map).
Basically "Quick N' Clean" executions when the survivor is on death-hook similar to the Brutalities in the modern Mortal Kombat games. (Certain prerequisites. Attack that drains their life bar has to be a certain attack or combo, etc.)
Not stated, just my personal opinion as to why. Seems the main logical reason to me anyway.
A quick mori would be cool, but I don't think they would ever do it because of the above reason.
Who knows though, maybe I'm wrong.
