Why do certain perks have cooldowns?

A lot of perks have dumb restrictions. Blood Echo is somewhat understandable, because of the powerful effect, but Surge makes no sense imo.
No cooldown = OP!!!

Jokes aside, perks such as Surge should definitely not have a cooldown.
Devs think up interesting ideas for perks but don't want anyone to actually use them so they slap cooldowns on them.
Some perks are simply far to powerful to not have a cooldown, but perks like Premonition should lose the cooldown.
Obviously because all these perks need a cooldown or they would be insanely OP. Imagine a killer that could use zanshin tactics constantly. They'd know the shack has a window and pallet in it even before they get there.
Because some perks would be just awful to deal with otherwise. Though I do think they go to heavy on the cooldowns.
Apparently they don't want to make the mistake again of certain DLC perks being too powerful, as that would make the game seem pay to win. So to avoid that, they just make all the new perks insanely underpowered and useless so you'll never see them used unironically in matches.
Wouldn't be the better choice then to repeat the OP perk approach to gain more money and THEN nerf them to an appropriate level? Like businesswise...
It does make a lot of sense to err on the side of caution and make an underpowered perk you can buff later rather than an OP one that will make games miserable until nerfed. It's just they don't do the buff later part and ignore them to pump out another set of joke perks instead. And the ratio of perks that gets used to those that don't just gets wider and the grind gets grindier etc etc
Surge and Blood Echo's cooldowns rarely come into play in a negative way.
Surge doesn't re-apply to gens already regressing, so the odds that you have a down, hook and then leave the area to go to new generators and win a second chase in 40 seconds are pretty low. Maybe Freddy could do it if he teleported to the other side of the map and his next victim was already injured but 90% of Killers wouldn't care.
Blood Echo makes people exhausted for 45 seconds, which Survivors will take much longer than that to recover unless they're sitting on gens or afk. It's already kind of annoying on Legion and Plague, but it'd be oppressive if it kept re-applying with zero chance to recover.
They did that once with Mettle Of Man and everyone ripped on them for it
I think the devs might be afraid of creating another Mettle of Man where 95% of the community wanted it changed when it released. They’re going overboard on the cooldowns though. Thrilling Tremors needs a 20 second cooldown at best. Perks like Surge, Premonition, and Blood Echo don’t even need one.
Just image perk like Empathy has 15sec cool down everytime a team mate aura appears..u know how stupidly weak perks are since the Stranger things
