Do you need to purchase the chapter to gain progress towards DLC achievements associated with it?

I dont mean the Adept achievements because obviously you need the new characters to unlock them; Im refering to achievements like Quick Draw and Old West Oasis that were introduced with the new chapter.

No. I've gotten Plague and Oni's power achievements without buying the chapters just the characters. And I had Leatherface's Texas BBQ achievement when using a splinter.

For the "heal slugs" achievement you need nothing, same for the gen achievement. And for the powers and adepts of course you need the respective characters
