I don't understand how Doc's update makes him apparently "weaker"
They've changed the uninteractive Static field to something that actually requires input from players and made him be able to use Shock therapy without having to switch stances.
They also said that the 3 second pause after Shock Therapy is being monitered and will be changed upon live release.
He's better now. I really don't understand how he's "weaker"

Well, untill I see the new Doctor with all his final changes, I can't say if he's weaker or stronger. But on PTB, he really didn't look stronger.
The longer cooldown after shock than it did to switch stances, the pulse being the same as the field but on giant cooldown, the punishment for putting them in madness 3, the waaaaaaaaaaay too easy snap out of it ubernerf...
Main problem is his power is useless now on vaults and pallets
If timed correctly he is able to stun and hit, but the new one isn't able to do so
3s from shocking to hitting. It was his powers only benefit in chase. Other than that its a side grade.
so everything about him is better except for one thing, the cooldown which alot of people moan about doesnt actually matter if you hit the person with your shock therapy, you can swing before they can interact with pallets/vaults. as for the slight delay on the shock therapy its self this is actually a buff as it allows you to force the survivor to get shocked so they cant run the loop and drop the pallet or they can avoid the shock and lose distance and get hit anyway on the shorter loops. so overall the new doctor is better in everyway except the snap out of it, snapping out of it should reset if you stop doing the action. the reason behind this not only does it force survivors to play more strategic but also stop the ability to tap through the snap out action (okay not a huge thing) but if you run unnerving or a harder skill check build etc. you can just by pass the snap out skill checks by tapping which leads survivors to waste less time because they can technically "cheat" the system

If they are changing things, then for us the test server is meaningless. We need to see the final version of him.
Knowing them it's "changing" to something like a 2.9 second cooldown
Cant gauge how strong he is if theyre gonna change him anyway. If ppls annoyance when playing him for example is the 3 second cooldown, you cant tell them "dont talk about that though, cuz itll change anyway" when no one knows what itll change to.
Personally...the change to snap out of it seemed kinda odd. They kinda newbie proofed it by minimizing the penalty if you miss a snap out of it skillcheck, which is huge and hard to miss to begin with. It now also puts you back to T1 madness, which kills some of his addons that dont gain use until T2.
To be fair, until they actually change the pause, it is not fair to use that to support your argument that he is buffed. It is entirely possible that they decide in the end that the pause is okay.
I disagree with the choice on nerfing Snap of It. Personally the skill checks and it reverting back to Tier 2 didn't bother me.
I really don't know why they're making the game all about new players and ignoring the experienced players. This is how they'll kill the player base. Experienced players will become too bored as it will be too easy.
That's being changed for live.
So he will be stronger than current doc when he hits live, unless they go back on their claim of fixing that for launch.

His addons that have afflictions are pretty much useless,it's harder to find survivors in the beginning when you need pressure the most, when you pause "snap out of it" you no longer lose progress, missed skillchecks no longer reset progress and it reverts madness to tier 1, shock therapy has a delay.
(judging from what ive seen on the PTB)
i have a couple of problems with his changes:
1) the cooldown after the shocktherapy
this is too long imo and is lacking an animation that shows you how long it will take you to be able to attack again. usually players will, uppon hitting their shock therapy, walk up to the survivor and spam M1 until they are able to attack again.
if they wanted to buff him, that would have been a great thing to do: reduce the time between attacks and shock therapy.
2) static blast going on a 60 second cooldown even without hitting anyone
another thing i disliked was, how the static blast would be on a 60 second cooldown, even without getting any use out of it.
one of the first things ive suggested was to reduce the static blast base cooldown and increase it uppon hitting someone. that way a missed static blast would allow you to recharge it faster, while, uppon hitting people with it, you would be unable to spam it.
also it should inflict them with the 2.5 second stun the shock therapy gives them. i dont think that was the case during the PTB.
calm add ons could state that the static blast would always be on a 60 second cooldown (since that'd be something you want to have now)
3) the snapping out of it nerf
i honestly dont really mind a missed skillcheck only resetting 25% of the progress bar. lets be honest, that was only punishing to new players, since experienced players wouldnt miss these skillchecks anyway.
however, i dont like how it now resets your madness back to tier 1 and how you can save your progress bar.
imo you should have to look for a safe location to snap out of it instead of being able to adjust your position whenever you need it. i also dont know how exactly that works with the paused progres bar: will it reset uppon being shocked again? or will you be able to dodge any shock attacks by staying at 99% and then onetapping yourself to get back to madness 1 when the killer is not around? i didnt test that tbh, so if you know you can tell me down below xD
my main problem with getting reset to tier 1 is, that sysptoms wont apply to you there. i religiously use restraint (which, thank entity, they didnt touch) and now id have to keep them all in tier 2, since tier 3 would have a large drawback now. that would basically stop me from using the shock therapy during chases, as i would want to avoid them hitting tier 3, so i dont lose my illusions.
lets see what happens when the changes hit live though.

Devs:Survivors playing strategic u definetely are killer bases.We dont want survs to improve
funny thing is i play more survivor than killer, honestly i dont understand what the dev`s want as a balance. iv heard killers should be aiming for a 2k and honestly if thats the case its gonna be a sad time for everyone, survivor games will get boring and killer games less rewarding, a good killer with a good build and amazing reads/plays should get the 4k not feel like no matter how well they play they cant achieve that... ngl kinda looking forward to leading on chases and having my team do the gens aha
Initially in the dev post it just looked like a nerf with how vaguely some things were mentioned plus how they kept mentioning doctor being annoying and unfun for survivors. Maybe I missed it but I didn't see anything they tweaked where they seemed concerned about how the killer player was enjoying himself.
That being said Doctor is in a slightly better place because he's less clunky to play.
So overall I'd say he broke even but he's less clunky to play and needs to be a bit more active which is good for both sides. Also again the big determining factor on whether this change is good or bad is if they enable him to have a fair window to swing at a survivor he shocked at a pallet or vault. If Doc can't do that there is zero point to playing him because his madness effects are garbage unless you are new.
Also keep in mind everyone is supposedly playing with a bugged doctor where his shock isn't working as intended. I don't care what they plan to do if my first impressions is the buggy version that's how I'm going to perceive him because that's what I ended up testing in the PTB.

The Doc update doesn't make it weaker. It's a buff - especially with the cut down cooldown time between his shock and attack.
I'd recommend watching ArchdruidDrey. He's considered one of the best, if not the best Doc main in DBD. He can explain to you why it's a buff.

If the shock cooldown isn’t reduced to a second or less, then it’s actually a nerf. It used to take only one second to switch modes.
The Snap Out of It changes are ######### terrible. All of them need to be reverted. They make Madness 2 stronger than Madness 3 because you will lose your afflictions when the Survivor Snaps Out of It. The skill checks are pretty big, even with Unnerving Presence active. If you’re struggling to hit them, then that’s more of a you problem than a Doctor problem.
I really like Static Blast. The biggest problem that the Killer had with Static Field is how slow the Madness gain from it was. The blast means that a Survivor caught in it will go up a tier no matter what. However, I think the cooldown is too long. I think it should be 30 seconds (maybe 20 if it wouldn’t be too powerful with Iridescent Queen). 60 seconds is a long time in DbD, especially for something like Static Blast that doesn’t deal any damage and can be completely wasted.
I think a couple of his add-ons also need fixing. Obedience didn’t deserve to lose its Exhaustion effect for reverse skill checks that Survivors will quickly get used to. If Survivors can’t play without their Exhaustion perk, then that’s too bad and they need to get good. The reverse skill checks should’ve been part of Doctor’s base kit. The Order add-ons are kinda pointless now because Static Blast guarantees a tier up. I think that they should either decrease the cooldown of Static Blast or have Static Blast give the Survivors some status effects.
One last thing, the base Shock Therapy range buff is too little. 10% isn’t enough. It should’ve been buffed by 25% (basically making Moldy Electrode baseline but without the charge time increase).
The reworked Doctor can still stun and hit, it's just a lot more awkward and it delays the inevitable. 😁

Honestly, not having to switch between modes is a huge plus for me.
Once the 3 second delay is addressed, I think Doc will be in pretty good shape.
