Do killer internet being bad is a factor on this? No idea how servers work.
Since every time I play killer it's normal and people kept pulling dead hard every time but when I do its I get the exhaustion effect lmao
That can have an effect, although this can happen even if the killer's connection is no worse than yours. Basically, the servers prioritise the killer's connection, so unless the killer has really bad latency, generally whatever happens on their screen is what the servers will register as having happened. This means that a lot of the time everything can look normal to the killer, but the survivors will see things like hits from two metres away, or Dead Hard activating and then ending up on the ground anyway. (Incidentally, this is also why, as killer, you see survivors activating DH normally, but as survivor it seems like it doesn't work half the time.)
This is just run of the mill for dedicated servers now. As a killer you should always swing at everything because sometimes dedicated servers will just give you a free down.
Survivors wanted dedicated servers, without considering the negative consequences. They didn't even think about how they WILL increase the latency between killer and survivor, and basically make every game like its P2P with a high ping killer lobby.
Obviously you could make hits serverside to fix this, but this would basically force killers to lead their hits. That would make high precision killers like Nurse or Huntress absolutely quite litterally unplayable, and make 360ing a foolproof way to evade hits, because the killer has no time to even react to it.
So yeah, thats working as intended and Behaviour can't do anything about it, unless they start punishing killer for having no server location near them.

Killer has a high ping to the server. Can also tell by them swinging a good distance behind you.
Makes sense guess that's the reason she swung so early in that car pallet.
