Monitor is great on 110 speed killers, since it gives them a 16 meter terror radius. It's a great addition to almost any build.
I rarely using any of his perks but when I do its always Monitor amd Abuse.
Smaller terror radius is always going to be a good thing no matter what killer you are, except Doctor lol
Where my Overwhelming Presence gamers at?
Not even a competition.
Overwhelming is mediocre as hell and Overcharge is straight trash, literally useless against anybody with more than 10 hours played.
