Not only is this bug in the wrong forum category, the archives are working as intended even though BHVR didn't explicitly announce it. PTBs have had the archives system disabled for quite a while now. Whereas with the old button it would appear grayed out in the main menu, the new one doesn't, but I don't think that's a high priority issue for them since it only affects PTBs.

SUMMARY OF THE ISSUE: Basically what the title says. Using Tyrant Gore and Depleted Ink Ribbon makes zombies permanently invisible for the killer and survivors when they respawn. They respawn normally, have collision, make noises, can be killed with an M1 and can injure/down, but they cannot be seen.
PLATFORM: Xbox Series X
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Equip Tyrant Gore and Depleted Ink Ribbon on Nemesis. Kill a zombie. It respawns invisible as described above.

SUMMARY OF THE ISSUE:
loaded into a game where nemesis has invisible zombies seemingly. the guy said he knew about it and that it was due to his addons which were: tyrant gore and depleted ink ribbon.
the player said that he had to kill the zombies first and then they become invisible when they respawn. nemesis also cannot see the zombies or their auras but he still has collision with them.

I just recorded a clip of this myself but apparently you've already provided one. Here are some logs taken right after a match where the killer was running this combo:
DeadByDaylight.log -
Franklin's Demise does not show the aura of items to survivors.

You're not crazy! This update comes in two parts.
The changes you noticed in 8.1.0 are more of a technical implementation which make scratch marks look better and prevent them from stretching when they appear on certain objects. It also added the ability for us to adjust their brightness behind the scenes so they appear equally visible on each map regardless of lighting conditions.
In 8.2.0, we have gone through each map and adjusted their brightness appropriately. This is more noticeable in bright areas or places like the red floor of the theatre in Greenville Square where scratch marks previously didn't stand out very well. We waited for this to be implemented to show them off because it's likely where you'll notice the biggest improvement.
I see, thanks for clarifying! I haven't paid too much attention to the new scratch marks yet apart from their brightness, but I hope the new implementation has allowed/will allow you to fix those "dead zones" where sometimes there's a chunk of marks missing, and also reduce the delay betweeen survivors running and the marks spawning.

I had this happen to me as well today. If you just synchronize the shards but end up dying the challenge doesn't get completed, contrary to its description. If you escape (I did it after also synchronizing it), it gets completed.

I just had this bug happen to me, but using Strength in Shadows. I'm not exactly sure what causes it, since it was the first time that match I was healing myself. I had previously healed other teammates, though, and the killer was running Sloppy Butcher (it could be something related to Mangled/Hemorrhage?). I had been hooked once already. Oh, and another unusual occurrence was that at one point I canceled a teammate's heal on myself so I could heal them instead, then I proceeded to run for the basement so that my teammate was free to do something else.

Steam's policy has always (or at least for a long time) been like that. I remember showing that page quite a while ago to someone asking if they could family share DBD DLCs, trying to tell them that they couldn't, but someone else commented saying they had been able to do it, so it's odd how 1) that policy wasn't being applied only to DBD, and 2) it suddenly changed as of the latest hotfix. Perhaps it was an intentional change/fix on the devs' part?

It's not intended. Some Fog Whisperers including Paulie Esther have said BHVR told them the charms will be awarded with a future update.

My theory is that they just messed up the achievement descriptions. Generally with each chapter they introduce an achievement specific to the new killer and another achievement slightly related to the killer's power/perks but which works on any killer.
Slip Into the Stream says "In public matches, hit 30 survivors that you recently teleported to," but it'd make more sense to say "In public matches, with The Singularity, hit 30 survivors that you recently teleported to." Complete the Evolution, on the other hand, is probably supposed to be the generic achievement, so it should say "In public matches, injure or down 3 Survivors who are Hindered."

I reported this after playing on the PTB: here. Apparently they didn't fix it.

Hi @Jocelynbee. I noticed you moved my other report to the PTB bug reporting forum; could you please do the same to this one? I can't create new threads over there for some reason.
