  I've seen some discourse about all of the new M1 cooldown reduction perks, specifically dark arrogance, and how they can be problematic when stacking them. My proposal is to make M1 cooldown reduction perks not stack. Therefore, we get several options that help out low tier M1 killers without having to balance them around stacking (even with diminishing returns). It keeps gameplay healthy whi
