  Scott Jund fixed 20 of the worst unused Perks in the game in several hours with his brain and community chat. Fixing the forgotten Perks that nobody uses seems like the obvious way to mix up metas and keep the game fresh.   You know when the Player is good and sometimes it doesn't even matter if they are a Low tier Killer. The Pressure is constant. They hook one person and by the time that person is unhooked and healing the next person is downed and the whole match basically procceds this way.
