Power is neat but what happens other then the seeded blood? Do they take damage as well? Or are they just bleeding?
Hateful Obsessions- this is just a worse Brutal Strength
Hex Tampered Totems- Neat but probably not to useful.
Hex Impaired vision- This is bad, losing the red stain does not make up for losing blood and scratch marks
Neat power, Perks could use some work.

Power is cool but i dont think it should totally block off generators. Maybe just make them harder? Even with Freddy and the Plague you can still work on generators.
1st perk: Demented- This is a great perk, but how much are the numbers effected?
2nd Perk: Tender ways- Another great idea but I'd recommend putting a delay in between notifications so they don't see every survivor healing and just one.
3rd perk: Tenacious Presence- Not sure what this does exactly. Does it make them bleed out 2/3/5x faster? If so that's probably to good allowing slug builds to become much more effective.
Addons seem legit but Written Plans is almost useless, with just an extra 3 seconds of vision issues.
Powers neat, Perks are neat, addons are good, and the artwork is nice and original, I enjoyed this chapter overall

The power is neat but not to original. The trail effect is probably better then the scream from the clown's toxins.
The creators lied to us- This seems like just a better Fire Up
Can’t be erased- Also better then Pop Goes the Weasl having just to hit someone and not timed
Build our machine- Cool! Probably still to good, forcing them to do 6 generators, but still neat.
Okay so I think your on to something here, but some more originality would really get it out there. But still neat.

Power is neat! Some more info would be nice. Mostly how wide are the walls? Also would recommend some sort of delay between uses. This can easily block off vaults and pallets so there would still have to be some sort of counter-play.
KILLER PERKS
Hear No Evil, Speak No Evil- Neat! A bit to good compared to Monitor & Abuse.
Sign Language- Pretty original, I like that. Might not be so good at higher ranked games with SWF.
You're Next- Time is probably a little to short.
SURVIVOR PERKS
See No Evil, Speak No Evil- Does it stop all noise or just the repairing noise? If it stops all this is probably to good.
Sensing Struggle-Seems like a weaker Bond
Higher Power- This is neat, but not really a counter to BBQ&C if that is what your going for.
So yeah overall I like this. The power is to good allowing the killer to block off all possible escape routes for survivors. Also flashlights should burn through them similar to hag and wraith. Also did a great job organizing your ideas.

Could you orgainize this a bit more? Maybe make it look like some of the other post? It's kinda hard to pick and choose the stats with all this tightly packed text.

Maybe have Bad Impression also exposes you? Seems somewhat reasonable for giving everyone a much easier escape. Would like to mention that 45 secs is a long time to be in chase without either losing them or getting caught. Or does it add up over time?

Killer's Power is pretty neat, seems pretty good for first hit but not so much in chase.
Hex: Energized Threat – New meta for anyone who doesn't want to run Hex: Ruin. Also seems like upgrade to Enduring
Retribution – Stun time from pallets is 2 seconds so this would just be pretty silly. Especially with Enduring+ Spirit Fury
Proficient Hunter – Seems just like an upgraded Predator
Survivor
Overconfidence – Seems reasonable, might just be an upgrade/sidegrade to Spine Chill
Bad Impression – I like this one.
Primary Challenger – Also like this one.

This is a lot of stuff. Probably don't need all the extra hiding spots. Like the killer changes. This is mostly all good.

I would love to see this into the game. And Lucifer would make a better killer with Crowley's redemption ark. If either of them get into the game they would have to be nerfed hardcore.

Power sounds like a diet Nurse
Sweets to the Sweet: this is neat other then the movement speed debuff. Survivors often already have issues escaping no need to make it harder when the killer is on your tail.
Be my Victim: phrasing might be a little off here. So you go 3/6/9/12% faster and the survivor you hanged aura is revealed?
Groin to gullet:why is it 40 to 60? other wise I guess its fine.
I would love to see candyman get into the game. And the ideas behind these perks seem pretty legit.

Powers are great! Had a similar idea myself but this seems like a much better execution of it.
Hex: Dead Heat, is to good because it makes all exhaustion perks useless
Oh, Hell No!, is also to good giving you free hits on survivors at pallets
Rigged: that's neat
Some suggestions i'd give, make sure you allow perks to scale ex. for Dead heat you could make it 8/6/4 seconds. for Oh, Hell No! 4/3/2 tokens. And rigged the revealed timer

Does this cause the killer to drop you or just stop them to give you more time to struggle?

The power is to good. Might want to put a delay between the times you can use it. Her power makes it so pallets and vaults are useless.

I think the slower speed would be fine if I add stuff to allow the killer to pull them over vaults and pallets. If they hit a wall of sorts then they get to continue making saves without been dragged closer to him, maybe. Also should specify that dragging them all the way to you allows you to pick them up. Also you can still walk around while pulling them to you, just you know, slower.
Perk changes
Cost of Rescue- While at least 24 metres away whenever a survivor gets unhooked the savior gets revealed for 4/6/8 seconds, in addition you gain 10/15/20% movement speed for 4/6/8 seconds or until you land an hit on a survivor.
Gets rid of making it t"that hex perk" is fine, the idea was making a stronger version just with hexyness
Share Knowledge- While in chase the killer becomes reveled to 1/2/3 other survivors.
makes it a bit more risky but nearly the same thing.
Multiple point of views is just a bit silly so I'll try to brew up something different.
Studied Art- While inside the killers terror radius your action speed increases 10/15/20%.
Might still be to good.

Treasured bounty I'd recommend having it so they are revealed for an amount of time. 4/6/8 seconds maybe?
Just in reach is probably to strong but still a neat idea.

I think the idea of a scarecrow character similar to whats in batman would be cool. Guess doctor already fills that role to an extent. Also the clown with his gas.

Power Chord: This is pretty neat I would recommend lowering the area covered though this point your covering a large area 96 meters wide.
Smell of Petrol: This is fine.
Through the Barriers: also pretty neat
Sounds of Suffering: Huntress is the only one with directional terror radius. There are no directional perks for which you speak of that can get past the no aura boundary.
So pretty good overall I would find something new for sounds of suffering

The Raven
So first off, a trap that puts a survivor into dying state instantly is flat out overpowered. Also how many traps can you have at a time, or are the crows that naturally spawn your traps?
Eye of the Rook is overpowered, it is just a straight upgrade to Spies from the Shadows I would recommend finding a new idea for this perk slot.
Quiescent Guise is a cool idea but do you think you can give numbers to these?
The Vindictive Curse is pretty much useless, how the game handles it now is plenty to be able to punish idling players.
The Weaver
Power is cool would strongly recommend changing damage to slowed speed.
1) A Tingling Feeling is a neat idea! Not sure what the in the direction they face thing means though.
2) Eyes Of Eight is also a good idea, but some numbers would be nice.
3) We Are Many now this is cool maybe put a timer on it though. Might be moderately useless.
So cool stuff! maybe just a little off the power scale.

Free-falling is mostly useless for how specific it is. Maybe no scratch marks for a little bit to?
Coward! makes tier 1 a losing battle with you gaining more speed then the killer gains for tier 1 and tier 2. So not very fun for them. Would recommend lowering the speed bonus.
Verge of Death is cool all around .
The Farmer
Autumn’s Harvest. How big are the patches of hey? Whats their reach? Right now they just seem like a weaker version of hags power. Unless... Could you just put one of these next to a hooked survivor and attack with it at anyone who tries to save them? Are you alerated when someone enters the area?
Hex: Farmer's Moon is pretty neat
Straw into Gold is mostly overpowered functionally being diet-NOED it gives tons of opportunities for one shots. Would recommend a shorter time or maybe just on the people who finished the generator, or maybe just more movement speed.
Three Souls is cool. Probably the most situational perk for him.
Overall this is pretty cool. The perks are cool and the story is unique.

Mist Walker gives free first hit, unlimited teleportation, definitely overpowered. Would lower/remove speed bonus, increase beeping to normal terror radius, unlimited teleportation is to strong especially for that free first hit. Maybe once every minute?
Soul Crusher is overpowered, comparing it to dying light, which has a 25% slower at most after you kill just the obsession, not easy to get but permanent. With this you can lose 25% for killing anyone and it keeps stacking. Thanatophobia has a similar effect but ends once they are dead or heals. This is a harder to get permanent option. Would recommend decreasing to 5% 10% 15%.
Shift is also overpowered. Starting 25% faster is crazy. The obsession has little to encourage them to get the saves as they will be slowed down and not make any difference for themselves. Would recommend dropping amount of tokens to 3, NOT slow down the obsession, and punish the player for killing the obsession by taking away tokens. Really like the idea of this perk though.
Night Terror is cool, only recommendation would be to have and area where you can't see the closest similar to barbecue and chili. Maybe just 20 meters? Still see the next closest though.
