It used to be the case, but they changed it a while ago. You were able to access other killers while being queued as a specific one to change their loadouts, spend points, etc. Once you popped into a lobby you would be forced back to the killer you queued as. Some recent patch broke it, basically reverting it back to the old state.

Can confirm, the TV selection arrows are displayed at all times even when manifested. Most of them at least.

This one is pretty hard to judge, it's definietly a bug but there's 2 possibilities, due to how poorly the description of this perk is written. What do I mean is that the description doesn't specify when the perk "activates" and when it "deactivates", it only mentions that it "does not activate when you're already Broken" which is useless information since the perk doesn't mention that it "activates" to begin with.
Option 1:
It's bugged in the way that you've specified above.
Option 2:
It works as intended and you shouldn't be able to activate the perk again before it heals you, but then the perk icon indicating that it's active is bugged, and should probably instead display the countdown untill you get healed. -
I've literally just played a game with Jagged Compass and Floods of Rage and I've gotten the effects of Floods of Rage on every single unhook. Maybe the order of equipping perks matters?
Here is a picture of what I played. What I'm saying is that maybe it's important to equip Jagged Compass first and then the other Scourge Hook perk, like here?

I don't think this is a bug since by default you get sent to a random map, which includes Midwich. The green map offering increases that chance, making it more likely to win the map roll than any other map. Sacrifical Ward just makes it so the green offering doesn't have an effect which essentially takes you back to the truly random map roll, which includes a chance for Midwitch.
Technically there could be a bug with the Sacrificial Ward not working but you would have to prove that with multiple instances of it, because the situation that you've presented here is statistically possible to happen.
So to sum it up: not a bug, just unlikely to happen. -
Just experienced this bug on PC after getting stunned with a pallet during Slice & Dice. Using Slice & Dice again fixed it.

since when have you noticed this happening? i've never encountered it since they re-released hawkins until now
I've seen this multiple times now, since the re-release so it's either not a bug, or quite an old one.
