I'm not sure, but I think one could indeed argue that Leatherface came out to fix two major problems at that time:
Let's look at his perks:
Franklin's Demise came up when the flashlights went insane:
Insta 0,2s blinding time and a loooooot of DCs (in order to keep flashlights) made this a broken item with an insane inflationary amount of them.
BBQ: When the Lullaby DLC came out, survivors got WGLF that gave you up to 200% more bloodpoints per trial. Killer didn't had any BP multiplier perks until LF came out. Also, the balance back then was muuuuuch worse (double pallets, pallet vacuum). Those things combined resulted in many people switching to survivor (including many killer mains) simply because it was more easy, relaxed and gave you much more BPs. This led to insanely long waiting time on the survivor side (15min as solo, up to 50mins as a SWF) for the time between lullaby DLC and LF DLC.
*edit: Also, don't forget that back then Starbreeze still had the rights to DBD, which means that it might be possible that they also pushed the devs to release new content. -
Buffing Brutal Strength would put us back to the time before the pallet breaking "buff" when BS was simply a must have in your perk setup.
IMO it's fine in its current state: Not a must have, but makes things feel much better and "smoother" (I'm still using BS).
And IMO that's how perks are supposed to be: Helping you out while you can also just switch up perks to suit your playstyle. Right now, I think that there are too many perks that are more of a "must have" rather than a optional/additional helper.
As an example, take exhaustion perks (survivor side) or Ruin (killer side). - Even though I use neither of them, I can see while so many players have them in their loadouts.
Regarding your two other ideas, I think those buffs would fit better with Overcharge rather than BS. They sound good, but I believe Overcharge needs buffs more urgently than BS and if you ask me, BS should stay more of a "hunting perk" rather than a "gen stopper". -
Freddy. Not that he was strong in any way but the simple fact that stealthing is nearly useless makes him a very boring killer.

I don't see why the Entity could not make John the Pig, and believe that if the survivors do not escape from him they will fail his game. It's much blunt than his actual games, since it would be him chasing you.
As for his illnesses, the Entity could easily remove them, and even strengthen him the same way other killers are to be able to break pallets and lift survivors etc.
I prefer John as a character from the films, but Hoffman was my favourite.
Amanda is okaaaay I suppose.
I mean yes, I can accept the answer that Amanda is a true killer.
But imagine you were the entity and you had the power to make people do the things you want them to. Why take a "cheap 2nd choice" when you can take the better orginal. -
Love her - obviously, otherwise I wouldn't main her.
IMO she fits the perfect spot of a challenging and skill based character that can be very hard to play against good survivors while still not being too weak. -
Not really a cosmetic as clothing, but I would find it amazing if one day I one could select Huntress' lullaby. Would find it cool if she hummed the DBD theme.

Making him 110% movement speed would give him the same problem like Legion: Great map pressure, while having little potential in a chase. That would push him into lower tiers immediately.
However I do agree on the point that Billy is the easiest to master out of the top tier killers - to a point where I would argue that you get too much reward for the skill needed.
Even if you totally suck with his chainsaw, you can still play a m1 Billy while having more map pressure than any other m1 killer on this game.
If anything should be nerfed, it‘s his infinite chainsaw run ability. Take Huntress, Spirit or Legion as an example: Their map pressure/hunt abilities all have a „cooldown“: Spirit walk/Feral Frenzy are based on a resource while Huntress has to refill her hatchets. Making Billy‘s chainsaw run based on a resource like Legion/Spirit would be the better nerf, if one is even needed... because:
There is one big arguement against a Billy nerf: The Nurse.
If the devs nerfed Billy, there would be a lot more Nurses around generally. And I‘m not sure whether anyone wants that.
