Lay Waste seems overtuned (EDIT: maybe not)
EDIT: After clarification of the maths - a full generator kicked with Lay Waste (only) will take 128 seconds to regress to zero. Not as horrific as I first thought, phew! But still very strong.

It was likely designed with the possibility of permanent generator charges in mind, but that concept has basically been removed from the game.
As a non-licensed killer Perk, Lay Waste is especially overtuned on ranged killers, since they can camp the generator while it regresses and not lose much time. Perhaps if the regression speed reduced in a curve to correspond with the current generator charges, and not the charges when kicked, it would be more manageable.
Highlighting the generator and displaying a debuff icon to survivors would be reasonable. Reverting to the 1% from the PTB would still make it more powerful than Call of Brine which is already a nasty perk to face, but is less common to see since it is from a licensed killer.

I would disagree. It's got a pretty hefty cooldown. It can't be spammed.
It doesn't need to be, because at max strength the generator is at zero by the time the cooldown is finished. It is not clear whether other generator explosions will reset the regression speed like Call of Brine though.
It takes a full 2 minutes for the Gen to regress from 99.99% to 0 Charges. No survivor is going to let the gen regress like that for free for 2 minutes.
I think the perk is fine as is in my humble opinion.
You cannot be calling call of brine a "nasty perk" ๐ญ, if was nasty a long time ago and diminishing returns makes this perk worse, call of brine has a much weaker effect than this perk but it has no cooldown.
But anyway, lay waste was really weak in the ptb with 1% and it's so much better, the cooldown is good enough (can be longer honestly by a little bit) and you can technically use pop more frequently than this perk if the chases last 20 seconds or less.
Agreed, I tried to "abuse" this a bit and every match survivors would just progress other generators.
Maybe I misunderstand the calculations? The generator will take 61 seconds to regress, right?
Normal generator regression speed is -0.25 charges/second
With a generator at 89 charges ("99'd") Lay Waste will regress it at 178% faster than normal:
Lay Waste Regression Rate: 0.25 * 2.78 = 0.695 charges/second
89 * 0.695 = 61.85 seconds
Well, not many people are using regression speed perks compared to "explosion" regression perks. Of course the purpose of Call of Brine is to make an impact, and it does, even at 50% speed.
It takes nearly 6 (Slightly Less) minutes for a gen to fully regress to nothing at full. 4 minutes for call of brine. 2 minutes for Lay Waste..A 1 minute and 45 seconds for Call of Brine and Lay waste.
I feel like it's gonna be really annoying on 3-4 killers when used with overcharge/eruption and not worth it on everyone else. But I think it's gonna be a long time before that happens because 1. people are sleeping on it and 2. it's on a killer not a ton of people are gonna buy.

The percentage don't work like that, idk how you got 2.78, 100% = 1.00 so 178% = 1.78
0.25 * 1.78 = 0.445
This is also very wrong as it's not how regression speed works
let's round the 0.445 to 0.5 to make it simpler, so the regression speed is how many charges it loses each second and -0.5 charges per second means that it takes 2 seconds to lose 1 change, a gen with 89 changers with lay waste applied on it will take 178 seconds to fully regress (a bit longer as rounded the number) and survivor will probably manage to stop the regression soon.
It's because of the perk wording. Let's ignore for now the fact that a 99'd gen is rare, it's just the maximum.
Call of Brine: 50% faster = 150% of default regression speed
Lay Waste: (max) 178% faster = 278% of default regression speed

But still you are wrong about the 89 changes taking 61.85 seconds to regress, you need to divide 89 by 0.695

Yes that's it, my bad. It is not as bad as I originally thought!!! Still very strong especially with Pop.
What I still would like is a debuff indicator for the last survivor that worked on the generator. A bit like Turn Back the Clock and of course Ruin. For solo queue of course.
Ye, an indication wouldn't be bad, turn back the clock is one of the coolest perks in the game so this one can also be like it and let survivors know to stop regress it quicker.
